Responsibilities Study chapters concerning electrical secondary system, communication, SCADA and network security in CFE bidding documents, including but not limited to CFE LAPEM protection guidelines, CFE V6700 series communication standards and NERC CIP cybersecurity requirements. Summarize core boundary conditions such as protection configuration principles, implementation scope of IEC 61850, redundancy architecture requirements and interface specifications for CENACE dispatching data network. Compile the List of Technical Risk Identification & Countermeasures for Secondary System, focusing on easily overlooked rules including special CFE protection logic such as local judgment requirements for circuit breaker failure protection and mandatory provisions for PMU configuration. Formulate overall relay protection configuration scheme for the whole substation, including protection types for main transformer, transmission line, busbar, bus coupler, capacitor bank and reactor, cabinet grouping principles and scope of dual redundant configuration. Clarify coordination principles of protection setting values and allocation suggestions for CT/PT secondary windings to ensure seamless coordination with electrical primary team. Design architecture of substation supervision control system (SCS), including station level network structure (star/ring network), bay level equipment layout and redundant scheme for remote communication gateway. In accordance with the latest Manual de Conexión a la Red Nacional de Transmisión issued by CFE and CENACE, define communication protocols (DNP3.0 / IEC 60870-5-104 / IEC 61850) between RTU/gateway and CENACE master station. Plan power communication system, including configuration of SDH optical transmission equipment, PCM access devices, networking of dispatching and administrative telephones, and laying scheme of OPGW optical fiber cable. Define network security zoning and lateral isolation deployment strategy to comply with national cybersecurity regulations of Mexico. Compile English and Spanish technical specifications for secondary equipment including protection relays, measurement & control devices, fault recorders, GPS/Beidou time synchronization system,



integrated AC/DC power supply and energy meter cabinets. Review technical deviation sheets submitted by suppliers such as SEL, GE, Siemens, ABB and local brands Arteche, ZIV, verify compliance of protection logic and consistency with standard CFE cabinet drawings. Accurately sort out Bill of Quantities (BOQ) of secondary equipment, control cables, optical fibers, network cables and switch cabinets. Provide required accuracy class, winding quantity and secondary load of CT/PT for primary professionals, and confirm circuit breaker control voltage and anti-tripping circuit realization mode. Submit layout drawing of cabinet positions in secondary equipment room, sectional requirements of cable trench and anti-interference distance standards to civil engineering team. Specify interface position of OPGW cable terminal box and earthing specifications for line discipline. Draft well‑organized and professional written clarification letters in Spanish and English to reply secondary technical inquiries raised by CFE during bidding phase. Optimize protection scheme and simplify network structure under the premise of technical compliance, so as to assist in controlling tender quotation cost of secondary system. Keep track of updates on CFE protection and communication standards such as replacement of new version CFE L0000‑45 protection criteria, establish and update typical design cases and quick reference checklist for common CFE protection configurations. Investigate local operation habits in Mexico including recognition degree of SEL protection logic and preference for centralized fault recorder, providing basis for technical scheme optimization. Participate in on‑site site investigation, mainly evaluate existing communication machine room conditions, external OPGW cable access routes and local mobile network signal coverage for standby communication channels.



Analyze restrictions on power cut transition scheme in reconstruction and expansion projects of existing CFE substations, and design reasonable secondary interface and isolation measures. Requirements Bachelor’s degree or above, major in Power System and Automation, Relay Protection, Electrical Engineering and Automation. Over 5 years working experience in electrical secondary design at power design institutes, relay protection manufacturers or EPC general contracting enterprises; have participated in bidding technical work of no less than 2 overseas power transmission & transformation or new energy step‑up station projects; candidates with North American and Latin American project experience are preferred. Able to read technical specifications and write clarification emails in Spanish, capable of reading original Spanish version of CFE protection manuals; candidates with basic oral Spanish communication ability are preferred; fluent in English reading and writing for technical agreement processing. Proficient in relay protection principles and configuration codes for substations, familiar with mainstream models and logic of line, main transformer and busbar protection devices. In‑depth understanding of IEC 61850 standard and mainstream communication protocols including DNP3, Modbus, IEC 101/104. Skilled in using Auto CAD to draw secondary schematic diagrams, terminal block diagrams and network topology drawings. Proficient in at least one mainstream relay protection simulation software or setting value calculation tool. Candidates holding Registered Electrical Engineer (Power Generation & Transmission) certificate or certified engineer credentials issued by mainstream relay protection brands like SEL and Siemens are preferred. Accept long‑term overseas assignment based in Mexico City, and take short‑term business trips to cities with regional CFE dispatching centers such as Monterrey and Guadalajara. Meticulous and rigorous with strong ability to interpret literal and implicit requirements of technical codes; capable of delivering high‑quality deliverables under tight bidding deadlines with great pressure resistance. #J-18808-Ljbffr
