2. MAIN PURPOSE
The Mechanical Engineer – Rotating Equipment provides advanced dynamic-mechanical engineering expertise to support CAPEX, reliability, and asset integrity projects within a brownfield chlor-alkali manufacturing facility.
The role is responsible for developing engineering designs, cost estimates, and scope specifications, and supporting planning and execution of construction activities for rotating equipment systems.
The position serves as the site Subject Matter Expert (SME) ensuring safe, compliant, reliable, and cost-effective solutions across the full project lifecycle.

Supports execution of a ~$27M active CAPEX portfolio, including brownfield modifications and reliability-driven projects
Participates in and contributes to large-scale projects up to ~$80M TIC (pipeline)
Asset integrity and reliability of critical infrastructure
Plant operability and production continuity
Capital efficiency and project delivery performance
Partners with Operations, Maintenance, Supply Chain/Logistics, and HSE throughout project lifecycle to ensure stakeholder satisfaction and compliance.
Ensure safety and full regulatory compliance as priorities in all executed projects
4. SCOPE OF THE JOB
Site-based engineering role operating within an active chlor-alkali production environment
Supports multi-disciplinary project execution, integrating civil/structural deliverables with process, mechanical, and electrical scopes
Engages across all PMO project phases:
FEL1 / Concept Development
FEL2 / Options Analysis
EXECUTION / Construction, Commissioning, and Start-up
Coordinates with internal stakeholders and external engineering contractors to ensure adherence to project objectives, standards, and timelines
Provides technical direction on brownfield integration, ensuring minimal disruption to operations
5. COMPLEXITY OF THE JOB
The role is characterized by a high level of technical and operational complexity, driven by:
Execution within active operating units (brownfield constraints)
Simultaneous management of multiple projects under tight schedules
Requirement to function as technical authority (SME) with limited supervision
Integration of aging infrastructure with new design solutions
Compliance with multi-jurisdictional standards (Mexican + international)
Need for independent research and problem-solving, including use of engineering codes, literature, and technical references
The position requires strong judgment,
prioritization, and the ability to deliver quality outputs in a demanding, high-performance environment with a significant backlog of projects.
6. MAIN RESPONSIBILITIES
Technical Leadership
Serve as mechanical engineer SME for rotating equipment and piping, providing guidance on design basis, standards interpretation, mechanical integrity expectations, and engineering decisions
Own technical quality and integrity of discipline deliverables including datasheets, equipment specifications, piping material classes (when applicable), design calculations/reviews, technical requisitions, and inspection/test requirements.
Develop engineering designs, cost estimates, and scope specifications for static‐mechanical scope (pressure vessels, tanks, heat exchangers, piping, valves, specialty items).
Support FEL/FEED and execution phases with:
Scope definition, cost/schedule input, constructability reviews, and alignment to PMO stage‐gate deliverables.
Validate the scope of materials and services to ensure proper execution of projects (technical completeness, interfaces, installation requirements, QA/QC hold points, documentation, spares, special tools).
Coordinate interfaces with process engineering (design basis, process conditions), I&E; (instrument connections, safeguards), electrical (heat tracing interfaces), and civil/structural (nozzle loads / supports coordination) to ensure integrated execution in brownfield conditions.
Standards, Compliance, and Mechanical Integrity
Ensure compliance with applicable NOM and local regulations, and applicable international codes/standards and internal engineering standards.
Specify and verify compliance with recognized standards as applicable to scope, such as:
ASME (pressure equipment and fabrication requirements as applicable)
ANSI/ASME piping requirements (as applicable)
API standards for tanks, inspection/repair expectations, and industry practices (as applicable)
ISO requirements where applicable
Support mechanical integrity expectations through:
Material selection and corrosion/erosion awareness (including compatibility with chlor‐alkali services)
Design features that reduce risk of loss of containment (drains/vents, isolation, access, maintainability)
Support to inspection planning inputs (e.g., NDE requirements, test plans, turnover documentation)
Procurement, Fabrication, and Quality Assurance
Support procurement by preparing technical specifications, datasheets, and technical clarifications; participate in technical bid evaluations and vendor alignment.
Inspect materials, spare parts, and equipment prior to installation, ensuring compliance to project specifications and applicable standards (e.g., MTR review, weld/NDE documentation, coating/lining QA, pressure test documentation).
Coordinate with suppliers and fabricators to resolve technical issues, deviations, and documentation gaps early to protect schedule and quality.
Construction & Field Execution Support
Coordinate work with contractors and suppliers to ensure safe execution, quality workmanship, and schedule adherence.
Verify field installation and mechanical assembly comply with drawings, datasheets, technical standards, and project specifications.
Identify technical deviations during execution (field changes, clashes, tie‐in conflicts, fabrication variances), evaluate impact, and propose technically sound and cost‐effective solutions while maintaining compliance and integrity.
Provide on‐site technical support during construction and commissioning, resolving engineering issues and field deviations.
Resolve engineering issues and field deviations
Support pre‐commissioning, commissioning, and start‐up activities for static equipment and piping, including:
System walkdowns and punch listing
Cleaning and flushing strategy inputs (where applicable)
Pressure/leak testing verification, reinstatement readiness, and mechanical completion validation
Ensure smooth handover to Operations and Maintenance by confirming:
Documentation completeness (as‐builts, fabrication/installation records, inspection/test records)
Vendor manuals and recommended spare parts/consumables
Maintenance strategies and operational readiness support
Asset Integrity Support
Support long‐term asset integrity and reliability strategies for rotating equipment
Apply lessons learned and industry best practices
Independently research technical solutions using codes, OEM data, and engineering references
