- Salary: US $115,000 - $125,000 + incentives + medical insurance + 401k

A leading ultra-luxury real estate and hospitality developer is seeking a Development Controller to lead financial controls, cost management, forecasting, and reporting for a landmark master-planned resort and private residential community in Baja California Sur.

This role will oversee project-level financial performance across multi-phase vertical and horizontal development, including branded residences, hospitality components, golf, infrastructure, and amenity assets. Working closely with Development, Construction, Asset Management, and Executive Leadership, the Development Controller will be responsible for budgeting, forecasting, cost governance, capital tracking, phase reporting, and ensuring robust financial discipline throughout the project lifecycle.

Key Responsibilities

- Lead project-level financial controls across multi-phase resort and residential development components.
- Manage development budgets, forecasts, cash flow projections, and variance analysis.
- Oversee cost reporting, commitments tracking, change control, and contract compliance.
- Partner with Development and Construction teams to monitor project performance against approved business plans and budgets.
- Support capital planning, draw processes, investor and executive reporting, and overall financial governance.




- Establish clear reporting frameworks across horizontal infrastructure, vertical construction, hospitality, and residential components.
- Provide timely analysis of cost risks, forecast movements, and key commercial issues impacting delivery.
- Help drive financial discipline, transparency, and decision support across all phases of the development programme.

Qualifications & Experience

- 8+ years’ experience in project controls, development finance, cost management, or project accounting within large-scale real estate, hospitality, master-planned communities.
- Strong experience managing budgets, forecasting, commitments, cost reporting, and financial controls on complex multi-phase developments.
- Exposure to luxury resort, hospitality, master-planned community, or major commercial projects preferred.
- Strong understanding of development and construction cost structures, reporting processes, and commercial risk management.
- Experience working cross-functionally with Development, Construction, Finance, and senior leadership teams.
- Bilingual English/Spanish preferred.
- Highly analytical, commercially astute, and detail-oriented, with the gravitas to operate in a sophisticated development environment.
