Organizational Context UNICEF, established in 1946 and a permanent UN agency since 1953, is dedicated to upholding the rights of all children, especially the most vulnerable. In Mexico, UNICEF has worked since 1954 with government, civil society, and the private sector to ensure children's rights are guaranteed. The organization prioritizes programs reaching disadvantaged and vulnerable populations. Mexico faces persistent structural gaps in maternal and neonatal care, disproportionately affecting indigenous women, adolescents, migrants, and those in marginalized areas, despite overall progress.
Job Purpose This role supports UNICEF Mexico's Country Programme (2026-2031) by providing specialized technical advice to the Ministry of Health, particularly the National Center for Equity in Gender and Reproductive Health (CNEGSR) and priority states. The objective is to strengthen institutional capacities in designing, implementing, monitoring, and evaluating maternal, perinatal, and neonatal health interventions. The position will focus on improving the quality of care, ensuring timely and equitable access, and enhancing data systems for accountability and continuous improvement. Key areas include supporting the first 1000 days of life, addressing neonatal mortality, and improving the follow-up of neonatal screening programs to prevent disabilities, aligning with national and international standards.
Responsibilities The Health Support Officer will advise on the development, review, and update of technical guidelines, manuals, and policy documents for maternal, perinatal, and neonatal health, ensuring alignment with current regulations and a focus on quality, timeliness, equity, and rights. Responsibilities include contributing to the operational instruments of the First 1000 Days Program, developing indicator matrices and technical sheets for health interventions, and analyzing official data sources to propose improvements for monitoring and accountability.
The role involves providing technical support for analyzing neonatal screening program performance and proposing mechanisms for early disability detection and management. Additionally, the officer will contribute to analyzing maternal and perinatal morbidity/mortality data for evidence-based decision-making, support training activities for health personnel, and accompany implementation in priority states, documenting progress and challenges. The position also requires preparing technical documents, policy briefs, and progress reports.
Work Experience A minimum of 7 years of progressive professional experience in health program coordination, planning, implementation, monitoring, or evaluation, with at least 3 years focused on maternal, perinatal, neonatal, or child health. Proven experience supporting the development or revision of technical guidelines, norms, or policy documents at the federal level is essential. Experience in indicator development, logical framework methodology, results-based budgeting, or public policy/program evaluation is required. Experience supporting technical coordination of teams or inter-institutional initiatives in the public sector is advantageous. Familiarity with the National Health System and its official information sources is desirable.
Skills UNICEF's core values include Care, Responsibility, Integrity, Trust, Accountability, and Sustainability. Essential competencies include establishing and maintaining partnerships, self-awareness and ethical conscience, striving for tangible results, innovation and embracing change, mastering ambiguity and complexity, strategic thinking and action, and working collaboratively. Expertise areas include community development, emergency preparedness, crisis response, public health, and immunization.
