Job Title: Talent Acquisition Manager

Tijuana, Mexico Role Overview: The Talent Acquisition Manager plays a critical role in driving the recruitment strategy and execution for our manufacturing facility. This position is responsible for identifying, attracting, and hiring top talent across a range of roles from skilled trades and production staff to engineering and leadership positions. Working closely with plant leadership and HR, the manager ensures workforce planning aligns with operational goals, supports high-volume hiring needs, and fosters a strong employer brand within the local and regional labour market. What you will do:
• Manage the entire recruiting lifecycle: postings, sourcing, screening, scheduling, and offers for National Pen.
• Manage the development of an in-house recruiting team and own the relationship with local recruitment agencies.
• Responsible for the management, mentorship, and development of the team; coach the team on best practices for partnering with hiring managers in identifying, engaging, and advocating for candidates and managers.
• Introduce innovative sourcing methods, including leveraging your knowledge of organizations, platforms, and networks, to attract and engage prospective candidates.
• Partner closely with managers and business leaders to understand ongoing priorities & objectives; building a high impact, high velocity sourcing strategy that increases pipeline development while hiring the talent required to drive business success.
• Track and analyse data on sourcing and conversion efforts to understand the efficacy of sourcing strategies and drive improvements as needed, present to leadership weekly.
• Collaborate with production hiring managers to understand their hiring needs daily.
• Cultivate relationships with local universities, schools, and government organizations to ensure National Pen stays top of mind as an attractive local employer.




• Adapt quickly to changing hiring priorities and formulate plans to fill new roles.
• Own communication between recruiting, HR and the local and general leadership.
• Act as an ambassador for National Pen’s culture externally and internally. What we need from you.
• Bachelor’s degree in human resources or related discipline.
• 3+ years’ experience in a leadership position recruiting in a high volume, multiple shift manufacturing environment.
• Must be an advanced user of Microsoft Office Suite, Applicant Tracking Systems and LinkedIn Recruiter
• Social Media Marketing knowledge with tools such as Facebook and Instagram highly desirable
• Prior experience in managing outsourced recruiting and hiring agencies, resources, and systems, with demonstrated negotiation skills.
• Proven track record achieving lofty, metrics-driven hiring goals, preferably in a growing manufacturing environment and the ability to present on metrics weekly.
• Organized and self-motivated to prioritize with high attention to detail.
• A natural sense of urgency to execute quickly and efficiently.
• Experience working in a fast-paced, deadline-driven organization.
• Ability to effectively communicate information and ideas in written and verbal format in the language of operations and build relationships with company leadership.
