The Opportunity

JD Ross Energy is supporting a major infrastructure expansion project and is seeking an experienced HSSE Manager to lead all Health, Safety, Security and Environmental activities throughout the project lifecycle.

Working as part of the core project leadership team, you will be responsible for developing and implementing the HSSE strategy, ensuring compliance with local regulations and international best practices, and driving a strong safety culture across contractors, suppliers and project stakeholders.

Key Responsibilities

- Develop and implement the project HSSE strategy, management plans and assurance programmes.
- Lead HSSE risk identification, mitigation and compliance activities across all project phases.
- Drive a proactive safety culture through leadership, coaching and stakeholder engagement.
- Manage incident reporting, investigations, corrective actions and lessons learned.
- Oversee emergency preparedness, crisis response and business continuity planning.
- Ensure HSSE requirements are embedded throughout procurement, contracting and delivery activities.
- Conduct audits, inspections and supplier assessments, ensuring actions are effectively managed and closed out.
- Establish and monitor project HSSE KPIs and provide regular reporting to senior leadership.




- Support safe execution of high-risk construction activities through planning, permitting and contractor oversight.

Requirements
- Minimum 10 years' experience in HSSE leadership within major construction, infrastructure, industrial or energy projects.
- Experience supporting at least two large-scale CAPEX projects from a client, EPC or principal contractor perspective.
- Strong contractor and supply chain management experience.
- Background in marine, civil, port or heavy infrastructure construction , including complex construction activities.
- Strong knowledge of Mexican HSSE legislation and regulatory requirements.
- Proven experience conducting audits, inspections, risk assessments and incident investigations.
- Excellent stakeholder management and leadership skills.
- Fluent Spanish and English.
- Degree qualified in HSE, Safety, Engineering or a related discipline.
- Relevant professional HSE certifications and training.
