The Maintenance & EHS Manager holds end-to-end responsibility for leading the strategic execution of predictive, preventive, and corrective maintenance across plant machinery, infrastructure, and critical utilities to guarantee operational continuity and asset reliability. Concurrently, this role leads the technical governance of EHS and Process Safety Management (PSM), ensuring mechanical integrity of high-risk systems, strict compliance with applicable regulatory frameworks (such as STPS, Civil Protection, and environmental bodies), and the safe operation of facilities handling hazardous chemicals and critical gases (e.g., Ethylene Oxide / EtO).
Essential Duties, Responsibilities, and Authorities:
- Direct the maintenance strategy for production equipment, building facilities, and critical utility systems (HVAC, boilers, fire suppression systems, electrical substations, compressed air, and chillers).
- Establish and drive the Mechanical Integrity program for high-risk equipment and chemical processes in alignment with Process Safety Management (PSM) and applicable standards (e.g., NOM-028-STPS-2012).
- Own, review, and approve the Management of Change (MOC) process for technical modifications involving machinery, piping, utilities, safety systems, procedures, and facilities.
- Lead and participate in process hazard assessments, including PHA, HAZOP, LOPA, and JSA, ensuring engineered controls and safety interlocks are properly specified, installed, and validated.
- Oversee the safe operation, inspection, and maintenance of containment and mitigation equipment for hazardous substances and Ethylene Oxide (EtO), including gas delivery systems, scrubbers, abatement systems, and continuous gas monitoring/leak detection devices.
- Manage contractor safety and facility work permit programs, enforcing compliance with Lockout/Tagout (LOTO), hot work, confined space entry, and line-breaking protocols.
- Lead responses to regulatory agency technical audits and inspections (STPS, Civil Protection, Fire Department, SEMARNAT/PROFEPA) and ensure timely CAPA closures.
- Direct Root Cause Analysis (RCA) investigations for technical failures, process deviations, and safety incidents, executing effective corrective and preventive actions.
- Maintain stop-work authority to halt unsafe equipment operations, contractor activities, or technical tasks presenting imminent risk.
Qualifications & Requirements:
- Education: Bachelor’s degree in Mechanical, Electrical, Mechatronics, Chemical, or Industrial Engineering. Master’s degree or professional certifications in Reliability Engineering or Process Safety Management (PSM) preferred.
- Work Experience:
- 8 to 12+ years of progressive maintenance, facilities, and engineering leadership experience in regulated manufacturing environments (medical device, pharmaceutical, or chemical).
- Minimum 4 to 5 years directly managing high-risk utility systems, hazardous chemical environments, or sterilization processes (EtO experience strongly preferred).
- Proven track record implementing Mechanical Integrity, MOC programs, and applicable safety regulations (e.g., NOM-028, NOM-004, NOM-005, NOM-020, NOM-029).
- Technical Skills:
- Solid mastery of RCM, TPM, and CMMS asset management platforms.
- Deep familiarity with process hazard analysis (HAZOP, What-If, LOPA) and Root Cause Analysis (RCA/5-Whys/Fishbone).
- Working knowledge of environmental emissions abatement systems and industrial hygiene controls.
- Languages: Advanced English proficiency (90%+), both written and spoken.
