Tijuana

We are seeking an experienced, hands-on Director of Human Resources to lead HR strategy and operations across our growing organizations in the United States and Mexico.

Our U.S. organization has more than 250 employees across the western United States, with the majority of our workforce and our headquarters located in California. Our Mexico organization operates a growing BPO in Tijuana with more than 20 employees and significant expansion planned.

This is a high-impact leadership opportunity for an HR professional who enjoys building, improving, and scaling HR operations. You will work directly with U.S. executive leadership, oversee HR operations across two countries, develop and lead the HR team, strengthen HR systems and processes, and help build the infrastructure needed to support continued growth.

This position is based in Tijuana, Mexico and is employed through our Mexican entity. The Director will work directly with U.S. executive leadership and will have responsibility for HR operations supporting our U.S. workforce, as well as the growing Mexico organization. Regular travel to the United States will be required.

The Director will initially lead an HR Manager and HR Specialist supporting the U.S. organization, with the opportunity to build and expand the HR department as the companies continue to grow.

What You'll Lead

- Develop and execute HR strategy across our U.S. and Mexico operations.
- Oversee HR operations supporting a U.S. workforce of 250+ employees.
- Partner directly with executive leadership and managers on strategic and day-to-day HR matters.
- Guide employee relations, workplace investigations, performance management, disciplinary actions, and terminations.
- Ensure HR practices and policies align with applicable U.S. federal and state employment laws.
- Provide HR leadership and guidance related to California employment law and California employee matters.
- Develop, implement, and continuously improve HR policies, procedures, systems, and employee handbooks.
- Oversee recruiting, onboarding, employee development, retention, and offboarding.

- Lead, mentor, and develop HR professionals.
- Identify opportunities to improve HR processes, systems, communication, and overall employee experience.
- Build scalable HR infrastructure and processes to support significant organizational growth.
- Partner with leadership to strengthen management practices, accountability, and organizational development.
- Coordinate HR priorities and practices across U.S. and Mexico operations while accounting for the unique requirements of each country.

What We're Looking For

We are looking for a senior HR leader who is comfortable taking ownership, solving problems, and building rather than simply maintaining an existing HR function.

Required Qualifications

- 8+ years of progressive Human Resources experience, including significant HR leadership experience.
- Experience leading or supporting HR for an organization of 250+ employees.
- Experience managing, mentoring, and developing HR professionals.
- Strong experience handling complex employee relations matters, investigations, performance management, disciplinary actions, and terminations.
- Strong knowledge of U.S. federal employment law.
- Experience partnering directly with U.S.-based executives and business leaders.
- Experience working across U.S. and Mexico operations, or in a multinational/cross-border environment.
- Fluent or professional proficiency in English and Spanish.
- Strong communication, organizational, judgment, and problem-solving skills.
- Ability and willingness to regularly travel to the United States.
- Ability to work on-site in Tijuana.

Strongly Preferred

- Direct experience with California employment law and California employee relations matters.

- Experience supporting employees or operations in California.
- Experience building or significantly improving an HR department or function.
- Experience supporting a rapidly growing organization.
- Experience in a BPO, call center, professional services, or similarly high-volume workforce environment.
- SHRM-SCP, SPHR, or equivalent HR certification.

Who We Are Looking For

We are looking for more than someone to maintain an existing HR department.

We want a hands-on HR leader who is excited to build, improve, and grow.

The right person will be comfortable working directly with executive leadership, navigating complex employee-relations matters, developing managers, improving processes, and taking ownership of the HR function.

You should be someone who can move comfortably between strategic HR leadership and hands-on problem solving- someone who can help an executive think through a difficult employee situation in the morning, improve an HR process in the afternoon, and coach an HR team member on how to handle a challenging situation the next day.

Because our workforce spans the United States and Mexico, this role requires someone who can understand the differences between the two employment environments while creating consistent, effective HR practices across both organizations.

If you are looking for an opportunity to make a significant impact, work directly with executive leadership, help build a growing international organization, and shape the future of its HR function, we would like to hear from you.
