We are seeking an experienced HR Strategy Operations Manager to shape and drive the people strategy for our Mexico operations. This role goes beyond managing day-to-day HR processes: it is responsible for translating business goals into workforce plans, advising leadership on organizational design, and building the HR frameworks that let the company scale sustainably in Mexico. In addition, this role works closely with account directors to ensure that their accounts' operations remain compliant with Mexican labor law and reflect the company's HR culture. The adecuado candidate combines strategic HR thinking with a strong grasp of the staffing/consulting industry and Mexican employment practices, and is comfortable acting as a trusted advisor to both executive stakeholders and account teams. Day-to-day HR administration will be supported by an operations team; this role sets the direction they execute against and works closely with VP, Delivery and Country Manager to assure we are meeting regulatory compliance and expectations. Location & Work Type

Location: Mexico

Work Type: Hybrid

Key Responsibilities

- Workforce Strategy: Translate business growth plans into headcount, org structure, and talent acquisition strategy.
- Organizational Design: Advise leadership on team structures, role architecture, and scalability as the Mexico operation grows.
- Compliance Strategy: Set the framework for how the company stays ahead of Federal Labor Law (Ley Federal del Trabajo) requirements, rather than processing individual cases.
- Talent & Culture Strategy: Shape the employee value proposition, retention strategy, and culture initiatives that differentiate the company in the Mexican tech talent market.
- Account Advisory: Support account directors in keeping their accounts' operations compliant with Mexican law and aligned with the company's HR culture.

- Advise executive leadership on organizational structure, role design, and workforce planning as the business scales.
- Lead change management efforts tied to growth, restructuring, or new market expansion.
- Identify skill gaps and design career development and internal mobility pathways.
- Design the overall employee experience strategy across the employee lifecycle, from onboarding through offboarding.
- Set the strategic direction for engagement, retention, and culture initiatives, partnering with Consultant Care on execution.
- Establish policies and standard operating procedures that operational HR staff will administer.
- Set the strategic framework for compliance with Mexican labor law, payroll practices (IMSS, Infonavit, aguinaldo), and mandatory benefits, working with operational HR/payroll teams on execution.
- Anticipate regulatory changes and proactively adjust company policy and workforce strategy accordingly.
- Serve as the senior escalation point for complex employee relations matters with legal or reputational risk.
- Work closely with account directors to ensure each account's operations comply with the Federal Labor Law (Ley Federal del Trabajo) and other applicable Mexican labor regulations.
- Serve as the go-to compliance expert for account directors, helping them identify and mitigate labor-related risks within their accounts.
- Support the implementation of the company's HR culture and policies within each director's managed accounts, ensuring a consistent experience for consultants.
- Train and advise account directors on HR and compliance best practices, strengthening their ability to manage these matters independently day to day.
- Build HR analytics and workforce dashboards that inform leadership decision-making.
- Track strategic HR metrics (retention, time-to-fill, cost-per-hire, engagement) and translate trends into recommendations.
- Present workforce insights and strategic recommendations directly to leadership.

Qualifications

Required:

- Bachelor's degree in Human Resources, Business Administration, Psychology, or a related field, or equivalent professional experience.
- 7+ years of progressive HR experience, including demonstrated experience in HR strategy, workforce planning,

or organizational development - not solely HR operations.
- Proven experience advising senior leadership on people strategy in Mexico.
- Strong understanding of Mexican employment practices and labor law, applied at a strategic/advisory level.
- Experience designing (not just executing) full-cycle recruiting and talent acquisition strategy.
- Experience with HR analytics, workforce planning tools, and HRIS/ATS platforms.
- Strong executive presence and the ability to influence senior stakeholders, business leaders, and account teams.
- Demonstrated experience leading organizational change or scaling HR functions during growth.
- High level of professionalism, discretion, and sound judgment on sensitive and confidential matters.
- Proficiency with Microsoft Suite and relevant HR/workforce planning tools.

Preferred (Optional):

- Experience in a technology, IT services, consulting, professional services, or staffing organization.
- Experience building HR strategy for a multinational or U.S.-based organization with Mexico operations.
- Experience partnering with account teams or account directors in a staffing/employer-of-record model.
- Track record designing HR strategy for organizations experiencing rapid growth or international expansion.
- Experience with workforce analytics and building HR strategy from data, not just reporting on it.

Benefits

- Access to ongoing training and professional development opportunities
- Inclusive and collaborative work environment with employee recognition programs
- Exposure to global operations and cross-functional collaboration
