The Technical-Functional Analyst is the business-facing delivery lead for requirements, measure definitions, analytics development, user experience, business approvals, acceptance and adoption. This resource leads Workstream 3 and the analytics and reporting parts of Workstream 2, and supports Workstream 1 by securing and recording the business decisions the hierarchy work depends on. The role combines Business Analyst and Data Analyst skills with hands-on Power BI and Power Automate development.

This resource turns business decisions into documented definitions, consistent reports and automated approval and notification workflows.

Required skills: functional (Business Analyst)

- Requirements discovery and facilitation with business and technical stakeholders
- Process documentation and current-state documentation
- Written measure definitions, including denominators, exclusions and calculation rules
- Acceptance criteria, test case design, UAT coordination and acceptance evidence
- Capturing and recording written business decisions and dispositions
- User training, walkthroughs and handover documentation

Required skills: analytics (Data Analyst)

- Advanced Power BI, including DAX, Power Query, semantic modeling, performance tuning, deployment and refresh management
- KPI and measure development, with before-and-after impact analysis
- Report UX design, including persistent default filters, consistent filter placement and naming, navigation, column visibility, and filtered self-service export
- Handling of small-population suppression,



so suppressed values are clearly marked and are not read as zero
- Data validation and reconciliation against source systems

Required skills: Power Automate and Power Platform

- Power Automate approval and routing flows for business decisions, including measure definitions, hierarchy divergence dispositions, and government reporting approval before any T3 Government report changes
- Automated routing of unmapped hierarchy and GPP values to the named owner, with tracking until each value is resolved
- Power BI and Power Automate integration for data-driven alerts, scheduled report distribution, and export or download requests
- Automated refresh, release and acceptance-request notifications to business stakeholders
- Documentation of flow logic, owners and support procedures for sustainment handover

Required skills: technical

- SQL proficiency for independent data validation
- Working knowledge of Databricks for querying, troubleshooting and light pipeline support
- Understanding of data lineage and source-to-target mapping

Required experience

- At least 5 years combined in business analysis and Power BI development
- At least 2 years building production Power Automate flows, including approval workflows
- Proven delivery of enterprise Power BI solutions used by leadership
- Experience with HR or people-analytics data, including privacy and minimum group-size controls

Preferred

- Experience with government or regulatory reporting approval processes
- Experience across multiple related reporting tools that share a common hierarchy
