Organizational context:
The UNDP PROCAP program, active since 2013, supports Mexico's International Cooperation for Development (CID) efforts, aligning with SDG 17. In its third phase (2019-2025), it aims to enhance AMEXCID's institutional capacity, strengthen its CID policy (both receiving and offering), and foster strategic alliances. This role supports AMEXCID's operational structure, contributing to its modernization and effective management of international cooperation projects.
Job purpose:
The purpose of this role is to drive the digital modernization of international cooperation platforms within AMEXCID. This involves designing, developing, and maintaining digital tools to streamline processes such as registration, consultation, control, tracking, and reporting of cooperation projects. The specialist will contribute to the technical design and improvement of institutional technological platforms, including web, mobile, and desktop applications. By translating operational needs into viable technological solutions, this role directly supports AMEXCID's institutional consolidation, enhances Cooperación Sur-Sur, and facilitates better data-driven decision-making for improved project management, supervision, and accountability in line with national development priorities.
Responsibilities:
Key responsibilities include designing, developing, implementing, and maintaining internal digital tools to modernize the management, registration, consultation, control, tracking, and reporting of international cooperation projects. The specialist will technically participate in the design, analysis, migration, updating, and enhancement of institutional technological platforms, including web, mobile, or desktop applications. This involves gathering, analyzing, and documenting functional and technical requirements from various General Directorates to translate operational needs into viable technological solutions,
work plans, process flows, prioritization criteria, and implementation proposals. Additionally, the role entails designing, creating, administering, and optimizing databases for platforms and automated tools, ensuring data quality and availability. Supporting system integration, interoperability, and continuous improvement of applications is crucial, as is developing or adapting functionalities for operational, financial, and administrative project tracking, including modules, reports, and dashboards to enhance management and accountability.
Education:
A Bachelor's degree or Engineering degree in Systems, Informatics, or a related field is required. A Master's degree in a related field is not mandatory but will be given due consideration. The role is open to Mexican citizens or foreign nationals with the appropriate work authorization.
Work experience:
A minimum of 7 years of experience in business management projects or software development is required for candidates with a Bachelor's/Engineering degree. Candidates with a Master's degree require a minimum of 5 years of relevant experience. Experience working on projects for local, state, or federal government agencies is also required.
Skills:
Proven experience in technical leadership of software development projects (analysis, design, coding, implementation, tracking, improvement). Experience in gathering, analyzing, and documenting functional and technical requirements. Experience translating operational needs into digital solutions, workflows, modules, reports, or functionalities. Experience with relational database management (SQL Server, MySQL, MariaDB) including design, creation, administration, querying, and optimization. Experience in designing, developing, modernizing, or adapting web, mobile, or desktop applications for institutional or business management platforms.
