Organizational context: The UNDP PROCAP Program, active since 2013, supports Mexico's International Cooperation for Development (CID) efforts, aligning with SDG 17. In its third phase (2019-2025), it aims to strengthen AMEXCID's institutional capacities, enhance its CID policy, and foster strategic alliances with diverse national and international actors to achieve development priorities.
Job purpose: This role is crucial for strengthening Mexico's International Cooperation for Development (CID) by fostering strategic alliances and institutional capacity building within AMEXCID. The Specialist will act as a key liaison, facilitating agreements and promoting dialogue among federal, state, and municipal governments, academia, civil society, and other relevant actors. The purpose is to enhance the implementation of international cooperation projects, particularly those benefiting vulnerable populations, and to support Mexico's role as both a recipient and provider of development cooperation, contributing to national development plans and the 2030 Agenda.
Responsibilities: Key responsibilities include designing, promoting, and monitoring strategic institutional alliances between AMEXCID and various government levels, academic institutions, civil society, and other stakeholders to strengthen international cooperation projects, especially for vulnerable groups. The role involves acting as an institutional liaison and facilitator for agreements, promoting dialogue and coordination. Additionally,
it requires supporting the formulation, implementation, and follow-up of decentralized cooperation initiatives, providing technical and institutional support for project management, monitoring programmatic and budgetary execution, and promoting capacity-building processes for public servants and counterparts.
Education: A Bachelor's degree in Administration, International Relations, Political Science, Economics, or a related field is required. A Master's degree in a related field is not mandatory but will be given due consideration.
Work experience: For Bachelor's degree holders, 7 years of experience in high-responsibility public administration roles are required. For Master's degree holders, 5 years of relevant experience is needed. Experience in institutional coordination, public program management, agreement follow-up, and government liaison is essential.
