We are seeking a bilingual Civil Engineer to develop into a specialized pavement and field-construction professional supporting commercial asphalt, concrete, ADA, site-improvement and related construction projects.

The position begins in Mexico and combines civil-engineering fundamentals, construction analysis, estimating support, field-condition evaluation, project documentation and client-facing technical communication.

High-performing professionals may later be considered for a temporary professional assignment in the United States, subject to business need, professional qualifications, immigration eligibility and all required governmental approvals.

A future U.S. assignment is not guaranteed.

Primary Mission

Provide accurate technical field intelligence and engineering support that allows remote estimating, operations and project teams to make better decisions before, during and after construction.

The successful candidate becomes the technical bridge between:

- field conditions;
- engineering and construction requirements;
- estimating;
- project operations;
- customers;
- and the remote operational team.

Initial Work Location

Mexico.

The initial development and evaluation period will generally be performed from Mexico.

The role may require authorized travel within Mexico.

Any future work physically performed in the United States will require appropriate work authorization before productive work begins.

Core ResponsibilitiesSite & Pavement Evaluation

Analyze existing asphalt, concrete and site conditions using photographs, aerial information, drawings, field information and other available documentation.

Identify visible deterioration, failures, constraints and construction considerations.

Evaluate potential treatment alternatives including removal and replacement, overlays, grinding, localized repairs, concrete replacement and related site improvements.

Measurements & Quantity Analysis

Perform and verify measurements.

Calculate areas, lengths, quantities and other construction metrics.

Review aerial measurements and field measurements for discrepancies.

Prepare quantity summaries for estimating and project planning.

Plans, Specifications & Technical Documentation

Review drawings, specifications, scopes of work and project requirements.

Identify inconsistencies, missing information and potential constructability issues.

Prepare organized technical notes, field reports, marked-up drawings, measurement records and project documentation.

Scope Development

Assist in developing technically accurate scopes of work based on observed conditions and project objectives.

Identify assumptions, exclusions, uncertainties and items requiring additional verification.

Avoid unsupported technical or pricing commitments.

Pavement & Construction Engineering Support

Apply civil-engineering and construction principles to issues involving:

- pavement condition;
- grading;
- drainage observations;
- concrete;
- asphalt;
- accessibility/ADA conditions;
- site geometry;
- phasing;
- traffic and access;
- constructability;
- quantities;
- quality;
- project sequencing.

Escalate issues requiring licensed engineering, specialty design or additional professional review when appropriate.

Project Readiness

Confirm that field information necessary for successful project execution has been collected and documented.

Assist operations in identifying

- access limitations;
- staging constraints;




- phasing requirements;
- existing-condition risks;
- measurement discrepancies;
- customer requirements;
- potential scope conflicts;
- project-specific operational risks.

Quality Observation & Documentation

Review project conditions and completed work against documented scope and project requirements.

Conduct or support

- pre-project condition reviews;
- progress observations;
- quality observations;
- punch-list development;
- closeout verification;
- photographic documentation.

The position does not independently certify engineering work requiring a California professional-engineering license unless appropriately licensed and authorized.

Technical Client Communication

Participate in customer walkthroughs and technical discussions.

Explain observations, measurements, construction considerations and project requirements clearly and professionally.

Gather missing technical information without making unauthorized pricing, contractual, warranty or liability commitments.

Estimating Support

Provide accurate field and technical information to estimators and commercial teams.

Assist with

- takeoffs;
- quantity verification;
- scope clarification;
- project assumptions;
- constructability considerations;
- field-condition documentation.

Final pricing authority remains with authorized personnel.

Field Intelligence

Capture reliable information from physical project environments so that remote teams can understand the site without unnecessary repeat visits.

Information may include

- photographs;
- video;
- measurements;
- annotated plans;
- site-condition reports;
- customer observations;
- construction constraints;
- punch-list items;
- project-readiness information.

Mexico Development Phase

During the initial development period, the engineer may receive training in company-specific systems, construction standards, paving terminology, estimating workflows, customer requirements and operational procedures.

Development may include

- asphalt and concrete fundamentals;
- pavement distress identification;
- estimating exercises;
- aerial and plan takeoffs;
- scope-writing exercises;
- project case studies;
- customer communication simulations;
- project-readiness exercises;
- documentation standards;
- CRM and project-system orientation;
- field-intelligence standards.

Performance during this period will be evaluated before any future international assignment is considered.

Potential Future U.S. Professional Assignment

Exceptional candidates may be considered for a temporary professional assignment in the United States when:

- a legitimate business need exists;
- the contemplated position requires professional engineering qualifications;
- the candidate possesses the required academic and professional credentials;
- the candidate meets applicable immigration requirements;
- the position and duties qualify under the applicable immigration category;
- required immigration authorization has been obtained before productive U.S. work begins.

Minimum Qualifications





Bachelor's degree / Licenciatura in Civil Engineering or a closely related engineering discipline from a recognized institution.

Completed university degree.

Professional title and/or cédula profesional strongly preferred.

Professional English and Spanish communication skills.

Strong numerical and analytical ability.

Ability to interpret plans, dimensions, quantities and technical construction information.

Strong written documentation skills.

Ability to communicate professionally with customers, project personnel and technical teams.

Comfort working with cloud-based business systems and digital documentation.

Willingness to learn asphalt paving, concrete and commercial construction operations.

Ability to travel when legally authorized and required.

Preferred Qualifications

1–5 years of civil engineering, construction, estimating, field engineering, project engineering, inspection, infrastructure or contractor experience.

Experience with one or more of the following:

- asphalt paving;
- concrete;
- grading;
- civil/site work;
- parking lots;
- roadway/site improvements;
- estimating;
- takeoffs;
- construction drawings;
- field inspection;
- QA/QC;
- project engineering.

Experience working with U.S. customers or U.S.-based construction standards is valuable but not required.

Compensation

Mexico-based compensation will be competitive and may be indexed to a U.S.-dollar benchmark.

Compensation may vary based on engineering qualifications, construction experience, English proficiency and demonstrated capability.

Any future U.S. professional assignment will use a separate compensation structure appropriate to the U.S. position, location, responsibilities and applicable employment requirements.
