Summary
The U.S. Mission in Mexico is seeking eligible and qualified applicants for a Consular Agent position in the U.S. Consular Agency office located in Cancun, Quintana Roo.

Duties
The Consular Agent is responsible for providing routine and emergency consular services as authorized by 22 USC Section 3943 (Section 303 of the Foreign Service Act of 1980) and the U.S. Department of State regulations in Title 22, Code of Federal Regulations (CFR) 71.1 and 71.6. The Consular Agent is under the direct supervision of the U.S. Consulate in Merida, Mexico, reporting to the American Citizen Services (ACS) Chief. The incumbent receives an annual performance evaluation rated by the ACS Chief and reviewed by the Consular Chief. The incumbent is based at the U.S. Consular Agency in Cancun, but may work in other locations, as directed. Emergency services, which may be time-sensitive and require travel within Quintana Roo state, include:
- Visiting U.S. citizens in prisons or hospitals and providing a report to the embassy
- Assisting destitute U.S. citizens by providing information or assisting with repatriation loans
- Conducting welfare/whereabouts checks on U.S. citizens
Routine consular services include
- Acceptance of passports, consular reports of birth abroad, and consular reports of death abroad
- Notary services
Qualifications and Evaluations
Requirements: All applicants must be able to obtain a letter of identification from Cancun Municipality confirming residency status.
All selected candidates must be able to obtain and hold a security certificate. All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time (4 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Education Requirements
Two years of University Studies (50% of educational credits) or College Certificate.

How to Meet the English and Spanish Language Requirement:
Self-Certification in ERA (Mandatory)
All applicants must self-certify their language(s) proficiency when filling out their job application in the ERA system.
- Language Testing (If Applicable) If you meet the Education and Experience requirements and do not submit an English /Spanish language test score (submission is optional), you will be scheduled for English language testing as part of the recruitment process. Applicants who do not achieve the required score will not be able to continue in the selection process.

- Fluent level scores are valid indefinitely. Applicants who already hold a Fluent score are not required to retest.

Must have excellent office skills (such as filing, organization, and customer service), including Level II typing (40 wpm); basic computer literacy; good working knowledge of Microsoft Word, Excel, Outlook and other software applications.
Must have strong interpersonal skills, the ability to work under pressure, and ability to solve problems with limited supervision. Must exercise good judgment and excellent customer service skills.
Must have or be able to obtain a valid Mexican driver’s license and be available to travel within the state of Quintana Roo, nearby states, and to the U.S. Consulate in Merida. Must be able to work an irregular schedule and be available for after-hours duty (i.e. frequently after office hours and on weekends).
Must be able to support consular operations by working irregular shifts and/or at alternate location depending on mission-wide needs.

The pay plan is assigned at the time of the conditional offer.
The Consular Agent will be a paid a salary according to the pay plan and grade of the position, as established by the Department of State. The salary is based on a minimum determined number of hours each biweekly pay period, whether the Consular Agent worked more or fewer hours.
Any additional benefits the Consular Agent received (e.g. limited reimbursement for health insurance) are determined by the Department of State's Bureau of Consular Affairs.

1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status in Cancun
2. Candidates must have resided for a minimum of six months in Cancun prior to beginning duty.
3. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees of the Mission who have less than 1 year in their current position are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.
4. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
