Zhongding is establishing a new manufacturing operation in Querétaro. This is the third position hired and the first dedicated Human Resources role. The person in this seat will not inherit an HR function — they will build one, from employment contracts and social security registration through to the hiring ramp that staffs the plant as construction completes.
The role is deliberately broad. Through the start-up phase it spans recruiting, payroll and benefits administration, labor compliance, and general office and purchasing support, narrowing to a core HR focus as the organization grows and specialized teams are formed.
KEY RESPONSIBILITIES
Recruitment and Onboarding
- Manage full-cycle recruiting: job postings, sourcing, screening, interview coordination, offers, and reference and background verification within Mexican legal limits.
- Prepare individual employment contracts and complete new-hire documentation.
- Deliver new-hire orientation and coordinate induction with area leaders.
- Support workforce ramp planning as the facility moves from start-up to full production.
Payroll, Benefits, and Social Security
- Process IMSS altas, bajas, and modificaciones de salario via IDSE/SUA; manage INFONAVIT credit deductions and AFORE administration.
- Prepare and validate payroll inputs; coordinate CFDI nómina stamping with the payroll provider; reconcile against IMSS and state payroll tax (ISN) obligations.
- Administer statutory benefits: aguinaldo, vacaciones, prima vacacional, prima dominical, and PTU.
- Administer discretionary benefits as established, including major medical insurance, vales de despensa, fondo de ahorro, and life insurance.
Labor Compliance and Records
- Maintain confidential personnel files and the expediente laboral to Ley Federal del Trabajo standards.
- Support implementation of the 40-hour workweek transition, including shift design and the electronic timekeeping system required under the 2026 Federal Labor Law reform.
- Administer compliance with applicable Normas Oficiales Mexicanas, including NOM-035 (psychosocial risk factors) and NOM-030 (occupational safety).
- Implement workplace violence and anti-discrimination policy in line with the 2026 reform.
- Draft and register the Reglamento Interior de Trabajo; establish the Comisión Mixta de Seguridad e Higiene and the Comisión Mixta de Capacitación, including DC-3 training records.
- Complete STPS workplace registration and coordinate filings with labor authorities.
Employee Relations
- Serve as the first point of contact for employee questions and concerns.
- Support conflict resolution, performance management, and disciplinary process, including proper documentation of actas administrativas.
- Support the Manager of Finance & General Affairs and legal counsel on labor relations matters.
Training and Culture
- Coordinate training plans and required safety programs.
- Support the development of workplace culture in a bilingual, multinational environment.
General Affairs and Purchasing Support (transitional — maximum 3 months)
- Support office operations, vendor coordination, and administrative services.
- Assist with purchasing activity until a dedicated purchasing function is established.
QUALIFICATIONS
- Bachelor's degree in Human Resources, Industrial Relations, Organizational Psychology, Business Administration, or a related field.
- Three to six years of generalist HR experience in Mexico, with direct hands-on responsibility for IMSS, INFONAVIT, and payroll administration.
- Working knowledge of the Ley Federal del Trabajo and applicable Normas Oficiales Mexicanas.
- Fluent English and Spanish, written and spoken — daily communication with U.S. and international leadership.
- Proficiency in MS Office, with strong Excel skills.
- Experience with Mexican payroll or HRIS platforms (CONTPAQi, Aspel NOI, Runa, Worky, or equivalent) and applicant tracking systems.
- Discretion with confidential information, strong verbal communication, active listening, and sound judgment.
PREFERRED
- Manufacturing or automotive sector experience.
- Experience in a start-up, greenfield, or rapid-growth operation.
- Familiarity with collective bargaining agreements and union relations in Querétaro.
- Mandarin language ability.
FIRST-YEAR PRIORITIES
Stand up the HR function end to end: a compliant contract and policy framework, functioning payroll and social security administration, a timekeeping system ready for the January 2027 workweek reduction, required joint commissions constituted, and a recruiting pipeline capable of staffing the plant on the production schedule.
