Position Summary

This key leadership role provides strategic leadership and coaching to employees through a shared vision for the operation, driving continuous improvement in process reliability, product quality, and operating cost. This role will utilize experience and expertise to solve problems, develop and execute objectives for short-term and long-term operational goals. As the most senior company representative at the Apizaco site, you are accountable for the plant's P&L; performance, its relationship with the union and the local community, and its full compliance with Mexican federal and Tlaxcala state requirements.

Essential Functions And Responsibilities

- Champion all EH&S; efforts. Ensure that employee and product safety are the top priority. Drive a culture of Safety and Sustainability. Actively provide leadership relative to EH&S; accountability with site leadership team.
- Broad responsibility and leadership for overall plant operations in a unionized environment governed by a Contrato Colectivo de Trabajo (CCT). Own the day-to-day relationship with the union leadership, lead or support CCT revision and annual wage negotiations (revisión salarial and revisión contractual), and administer the plant's internal work rules (Reglamento Interior de Trabajo) consistently. Lead the operational management team and functional staff including Quality, Finance, Continuous Improvement, Environmental Health & Safety, Human Resources, Supply Chain, Maintenance and Engineering.

- Control all associated operational costs according to prevailing annual operating plan.
- Ensure that the plant has proper staffing plans, and that team members have the resources, training, information, and support needed to perform duties safely and effectively achieve objectives.
- Develop, lead and coach teams for maximum engagement and participation to continuously achieve and exceed customer expectations.
- Develop, align, and maintain communications throughout the organization to achieve the business objectives.
- Create a healthy team culture by including diverse perspectives, giving recognition, and demonstrating transparency and empathy.
- Ensure the protection of company assets through appropriate maintenance methodologies, including site security planning appropriate to the Tlaxcala–Puebla industrial corridor (cargo and in-transit theft risk, access control,



and contractor screening).
- Ensure full compliance with Mexican federal and Tlaxcala state regulatory obligations, including STPS labor and safety inspections, applicable NOMs (among them NOM-035-STPS on psychosocial risk factors, NOM-030-STPS, and machine-guarding and boiler/pressure-vessel standards), and IMSS, INFONAVIT and SAT obligations relating to site personnel.
- Own environmental permitting and reporting with SEMARNAT, PROFEPA, CONAGUA and the Tlaxcala state environmental authority, including water-use concessions and discharge limits, hazardous-waste manifests, the annual operating certificate (COA), and emissions reporting.
- Maintain the site's civil protection and emergency preparedness program with municipal and state Protección Civil authorities, including the internal civil protection plan, drills, and seismic and severe-weather response.
- Administer Mexico-specific employment and compensation practices in partnership with HR, including profit sharing (PTU), Christmas bonus (aguinaldo), vacation premium, IMSS risk-premium management, statutory training (Comisión Mixta de Capacitación) and joint safety and hygiene commissions (Comisión Mixta de Seguridad e Higiene).
- Serve as the company's face in the local community and region — municipal authorities in Apizaco, state government, local ejido and neighboring communities, IMMEX/customs and trade partners, and regional technical universities and CONALEP/technical high schools used as talent pipelines.
- Manage the local supply base, contractors and service providers, including REPSE-registered specialized services, and ensure contractor compliance with the plant's EH&S; and labor standards.

Legal Representation And Power Of Attorney (poder)

- Hold and exercise a notarized power of attorney (poder) granted by the company, acting as legal representative (apoderado legal) of the Mexican entity for the site, strictly within the scope, monetary limits and subject matter set out in the instrument and the company's delegation-of-authority policy.
- Represent the company before labor authorities and in labor matters (poder para actos de administración en materia laboral) — including the STPS, the Centro Federal de Conciliación y Registro Laboral, the local and federal Labor Courts, and conciliation hearings — attending or designating representation as required and executing settlements only with prior approval from Legal and HR.
- Represent the company before administrative, environmental, tax and social-security authorities as applicable (SAT, IMSS, INFONAVIT, PROFEPA, SEMARNAT, CONAGUA, Protección Civil, and Tlaxcala state and municipal authorities), including receiving and responding to inspections, notices and official requirements (requerimientos) within statutory deadlines.
- Execute and sign, on behalf of the company, documents, contracts, permits,



filings and correspondence that fall within the granted authority; escalate anything outside that authority — acts of ownership (actos de dominio), credit instruments (títulos de crédito), guarantees, real-property matters, and litigation strategy — to the appropriate corporate signatory.
- Serve as legal representative for customs and trade purposes as designated (IMMEX/VUCEM programs), ensuring accuracy of records and coordination with the customs broker.
- Maintain the poder in good standing: cooperate with Legal and the notary on issuance, amendment, substitution and revocation; keep certified copies and the company's signature registrations current; and immediately notify Legal of any change in role, conflict of interest, legal notice, or service of process received at the site.
- Understand and accept that a legal representative in Mexico may bear personal administrative or, in limited cases, criminal exposure for the entity's non-compliance, and therefore act at all times within delegated authority, company policy, the Code of Conduct, and applicable Mexican law.

Education And Experience

- Bachelor’s Degree in a science or engineering discipline preferred; advanced degree is a plus.
- Prior process industry manufacturing experience, papermaking and laminating experience preferred.
- 10+ years of experience leading manufacturing teams of more than 50 people with tangible results.
- Ability to operate at both a strategic and tactical level.
- Demonstrated ability to lead and motivate while holding people accountable.
- Demonstrated track record in leading effective change in an organization, which delivers bottom line results.
- Ability to drive continuous improvement culture capable of challenging the status quo and conventional wisdom to help improve the business.
- An assertive leader with a bias for action and an entrepreneurial orientation, with a willingness to move fast and inject velocity into everything we do.
- Strong problem solving, negotiating, and decision-making skills with the proven ability to manage complex situations.
- Demonstrated ability to organize and manage multiple priorities using effective problem solving and resolution skills and a team focus.
- Collaborative work style, able to partner with leaders of other functional areas and business partners to drive overall performance.
- Fluent Spanish and professional English required; able to lead the shop floor in Spanish.
- Experience operating under the Mexican Federal Labor Law (Ley Federal del Trabajo), including CCT administration, union negotiation, and STPS/IMSS interaction;

experience in a NOM-regulated manufacturing environment.

- Eligible and willing to be appointed as legal representative (apoderado legal) of the Mexican entity and to hold a notarized power of attorney.
- Mexican work authorization; based in or willing to relocate to the Apizaco / Tlaxcala–Puebla area.
