The Role

Plan International is seeking a Regional Protection Advisor to provide high-quality strategic and technical leadership on protection across the Americas Region.

This is a senior regional technical role responsible for supporting Country and Cluster Offices to strengthen the quality, relevance, and impact of protection programming, with particular attention to girls, adolescent girls, and young women.

The role will have a strong focus on child protection, gender-based violence, sexual violence, and gender-transformative approaches, ensuring that protection interventions respond effectively to the different risks and forms of violence affecting girls and young women across the region.

The Regional Protection Advisor will also play a critical role in strengthening regional learning, evidence generation, technical positioning, resource mobilisation, and collaboration between Country Offices, the Regional Office, Global Hub, and external partners.

This is a true regional advisory role. Applicants must demonstrate significant technical experience in protection and the ability to support, influence, and strengthen programmes across multiple countries and diverse operating contexts.

A. Senior Child Protection Expertise (Essential)

- Minimum 10 years of professional experience working in child protection
- Strong technical expertise in child protection, with demonstrated experience in gender-based violence and sexual violence
- Extensive knowledge of children's rights, gender equality, and international development
- Strong understanding of protection challenges and programming within Latin America and the Caribbean
- Experience supporting the design, implementation, review, and improvement of protection programmes and projects

B. Gender-Transformative Protection Programming (Critical Capability)

- Demonstrated experience applying gender-transformative approaches within protection programming
- Ability to analyze how violence, risk, exclusion,



and inequality affect girls, adolescents, and young women differently
- Strong capacity to translate gender and protection analysis into practical programme strategies and interventions
- Experience addressing sexual violence, gender-based violence, and other priority protection issues
- Experience integrating work with masculinities into prevention or social change strategies is highly valued

C. Regional Technical Leadership, Learning & Programme Quality

- Proven ability to provide technical guidance and strategic support to teams across multiple countries
- Experience reviewing programmes critically and identifying approaches that require adaptation, strengthening, or innovation
- Ability to turn evaluations, research, evidence, and implementation learning into concrete programme improvements
- Experience facilitating communities of practice, technical networks, learning processes, and capacity strengthening
- Demonstrated ability to work effectively with geographically dispersed and multicultural teams in matrix structures

D. Influence, Evidence, Partnerships & Resource Mobilisation

- Experience in regional influencing, including strategic planning, evidence generation, and development of key messages
- Ability to represent technical priorities and evidence in regional and integral spaces
- Experience developing and strengthening relationships with networks, NGOs, agencies, academic institutions, donors, and other strategic partners
- Experience contributing to the development of concepts, proposals, or funding opportunities related to protection
- Strong ability to influence, communicate, and bring diverse stakeholders together around a common agenda

Key Responsibilities (Summary)

- Provide strategic and technical support to Country Offices throughout the design, review, implementation, and monitoring of protection programmes and projects
- Strengthen the technical quality, relevance, scalability, and impact of protection interventions across the region
- Lead critical reviews of existing protection approaches and promote evidence-based innovation and continuous improvement
- Coordinate and strengthen the Regional Protection Network as a space for technical exchange, learning, and collaboration
- Ensure strong coordination between Country Offices, the Regional Office, Global Hub, and relevant global technical teams
- Promote gender-transformative approaches, particularly in relation to sexual violence and gender-based violence
- Strengthen regional evidence generation, documentation of learning, and identification of scalable practices




- Contribute to regional influencing and technical positioning on priority protection issues
- Represent regional perspectives, priorities, and learning in relevant regional and global technical spaces
- Build and strengthen strategic relationships with regional partners, networks, agencies, academia, and other key actors
- Identify protection-related programme opportunities and contribute proactively to resource mobilisation and proposal development

Essential Requirements

- Bachelor's degree and postgraduate studies in Social Sciences or a related field
- Minimum 10 years of professional experience in child protection
- Strong knowledge and demonstrated experience in gender-based violence and sexual violence
- Demonstrated experience in gender equality, children's rights, and international development
- Experience applying gender-transformative approaches within protection programming
- Strong knowledge of the protection context in the Americas
- Knowledge of the project cycle and programme management tools
- Experience with rights-based monitoring, evaluation, and learning frameworks
- Experience in regional influencing, evidence generation, and engagement with external stakeholders
- Excellent facilitation, communication, analytical, and strategic thinking skills
- Ability to explain complex protection and gender concepts clearly and translate them into practical solutions
- Excellent spoken and written Spanish
- Intermediate level of English
- Availability to travel approximately 30% of the time

Desirable

- Experience in humanitarian contexts
- Knowledge of donors interested in protection and gender issues in the Americas
- Experience in resource mobilisation and proposal development
- Experience related to the prevention, identification, or management of protection risks
- Experience in mediation or case management involving sensitive situations, confidentiality, and risk analysis
- Experience facilitating learning and training processes with adults and young people
