GENERAL MANAGER – ACTUAL LAREDO, MEXICO

POSITION SUMMARY

The General Manager is responsible for leading the overall Nuevo Laredo operation with full accountability for business performance, operational execution, customer service, financial results, safety, compliance, customs operations, and people leadership. This role serves as the senior leader for one of the company's most critical cross-border operations, ensuring the delivery of safe, efficient, compliant, and profitable services while supporting customer supply chains between Mexico and the United States.

The General Manager translates company strategy into operational priorities and measurable results, establishes accountability across all functional areas, and drives a culture of performance, compliance, customer focus, and continuous improvement. The position requires strong expertise in Mexico-U.S. customs operations, international trade compliance, cross-border logistics, and foreign trade regulations.

The General Manager is responsible for coordinating all operational, administrative, commercial, customs, and compliance functions of the organization, establishing priorities, resolving complex business challenges, developing future leaders, and maintaining a highly collaborative and results-oriented work environment.

KEY RESPONSIBILITIES

Business & Financial Performance

- Own the overall performance of the operation and ensure alignment with company strategy, objectives, and priorities.
- Establish and manage a business scorecard covering operational KPIs, safety, service, productivity, customs performance, compliance, revenue, costs, and profitability.
- Lead regular business reviews and implement corrective-action plans to address operational, financial, and compliance gaps.
- Own the financial performance of the operation, including budgets, operating costs, productivity, revenue, margins, accounts receivable support, and profitability.
- Properly administer the resources, assets, technology, facilities, and equipment required to support business objectives.
- Identify opportunities for business growth, operational efficiencies, and service expansion within customs, logistics, warehousing, and cross-border services.

Operations & Customer Leadership

- Lead the day-to-day operation and ensure effective coordination across all business functions.
- Design operational goals for each department and monitor achievement against established targets.
- Resolve complex operational, customs, transportation, and administrative challenges affecting service, productivity, cost, and customer satisfaction.
- Lead continuous improvement initiatives utilizing data analysis, root-cause methodologies, process optimization, and operational excellence principles.
- Strengthen coordination between Mexico and U.S. operations to ensure seamless service execution.
- Maintain executive-level relationships with customers, customs brokers, carriers, transportation providers, government agencies, and strategic partners.
- Support commercial growth initiatives by providing expertise on customs, international trade, and cross-border logistics solutions.
- Lead customer implementation activities and ensure operational readiness for new business opportunities.

Customs,



International Trade & Compliance Leadership

- Provide executive oversight of customs operations and foreign trade activities supporting customer supply chains.
- Ensure compliance with Mexican Customs Law (Ley Aduanera), Foreign Trade Regulations (Reglas Generales de Comercio Exterior), and applicable U.S. customs requirements.
- Lead initiatives designed to optimize customs clearance, regulatory compliance, transit times, and overall supply chain performance.
- Oversee customs brokerage operations, import/export compliance, tariff classification, customs valuation, country of origin determinations, and customs documentation processes.
- Maintain productive relationships with ANAM, customs brokers, freight forwarders, carriers, and government agencies.
- Monitor regulatory changes affecting customs, international trade, and cross-border transportation operations and ensure timely implementation within the organization.
- Support customers operating under IMMEX, PROSEC, IVA/IEPS Certification, Annex 24, Annex 31, bonded warehouse programs, and other foreign trade compliance programs.

Safety, Compliance & Risk Management

- Establish and maintain a strong safety culture throughout the organization.
- Ensure compliance with company safety standards, customer requirements, and regulatory obligations.
- Ensure compliance with applicable Mexican and U.S. transportation, customs, security, trade, and operational regulations.
- Promote compliance with company policies, operational procedures, quality standards, security requirements, and ethical business practices.
- Lead internal compliance reviews, customs audits, corrective action programs, and risk mitigation initiatives.
- Identify operational, financial, legal, and regulatory risks and implement mitigation strategies.

People & Leadership

- Establish an effective organizational structure aligned with business objectives.
- Recruit, develop, coach, and retain high-performing leaders and employees.
- Create performance expectations and accountability standards across all functional areas.
- Lead talent reviews, succession planning, leadership development, and employee engagement initiatives.
- Foster a positive, productive, inclusive, and professional work environment.

Strategic Execution

- Translate company goals into actionable business plans with clear ownership, timelines, and measurable outcomes.
- Execute strategic initiatives designed to improve growth, profitability, compliance, customer satisfaction, and operational efficiency.
- Continuously evaluate organizational capabilities, resources, processes, and technologies to support future business requirements.

QUALIFICATIONS

Education

- Bachelor's Degree in Business Administration, Logistics, International Trade, Industrial Engineering, Supply Chain Management, or a related field.




- Master's Degree, MBA, or postgraduate studies in Business, Logistics, International Trade, Supply Chain, or a related field is preferred.

Experience

- Minimum 7 years of progressive leadership experience, including at least 5 years managing logistics, transportation, customs brokerage, international trade, warehousing, freight forwarding, or cross-border operations.
- Proven experience leading multi-functional operations with responsibility for service delivery, financial performance, customer relationships, compliance, and people leadership.
- Strong background in Mexico-U.S. cross-border operations and international supply chain management.
- Demonstrated knowledge of customs brokerage processes, import/export requirements, and foreign trade regulations.
- Experience working with customs brokers, ANAM, transportation providers, freight forwarders, government agencies, and multinational customers.
- Experience supporting operations involving IMMEX, PROSEC, IVA/IEPS Certification, Annex 24, Annex 31, bonded warehouses, and Foreign Trade Zones (FTZs) is strongly preferred.
- Experience leading customs compliance initiatives, regulatory audits, process improvements, and risk mitigation programs is highly preferred.
- Demonstrated success supporting business growth through customs, trade compliance, transportation, and logistics solutions.

TECHNICAL SKILLS

- Working knowledge of Mexican Customs Law (Ley Aduanera), Foreign Trade Regulations (RGCE), and related foreign trade compliance programs.
- Knowledge of USMCA/T-MEC requirements, Rules of Origin, tariff classification (HTS/TIGIE), customs valuation, and import/export documentation.
- Familiarity with IMMEX, PROSEC, Annex 24, Annex 31, VAT Certification, bonded warehouse programs, and Foreign Trade Zones.
- Understanding of CTPAT, OEA/AEO, supply chain security programs, and cross-border compliance initiatives.
- Strong Microsoft Office skills, particularly Excel, and proficiency working with transportation, logistics, customs, warehouse, and ERP systems.

LANGUAGES

- Spanish: Fluent/native-level business communication.
- English: Advanced/fluent business communication required.
