Role Overview

You will own civil, structural, and construction engineering across Fractal's growing fleet of distribution-connected, utility-scale battery energy storage projects in ERCOT, from site screening and geotechnical diligence through construction close-out and commercial operation. You will serve as our in-house owner's engineer for all civil matters, from site selection to commissioning: site diligence, grading and drainage, foundations and structural design basis, civil permitting with counties and other AHJs,



and the QA/QC program that holds our EPC to the drawings and to the contract. You will be a senior, cross-functional leader at the company with extraordinary agency, ownership, and expectations.

Key Responsibilities

- Own site diligence across the portfolio: scope and direct geotechnical investigations, boundary and topographic surveys, ALTA surveys, Phase I ESAs, floodplain and wetlands determinations, etc.
- Lead constructability and feasibility assessment on candidate sites, including access, earthwork quantities, drainage, laydown, and heavy equipment delivery routes, and give a clear technical read on which sites we should buy and build
- Review and comment on EPC design packages at 30%, 60%, 90%, and IFC across civil, structural, and site scopes, identifying design gaps, deviations from specification, and cost-driving assumptions
- Run the QA/QC program: develop inspection and test plans, set hold and witness points, manage third-party materials testing including compaction, concrete, and welding, issue and close non-conformance reports, and control the punch list through substantial and final completion
- Hold the EPC accountable to the contract: verify installed work against executed scope, review and challenge change orders,



and validate milestone completion before payment is released
- Secure and maintain civil permits and AHJ approvals, including county development and floodplain permits, driveway and culvert permits, TCEQ stormwater authorization and SWPPP compliance, fire code review, and utility and pipeline crossing agreements
- Own field oversight: site visits at key milestones, review of daily and weekly contractor reports, safety observation, verification of as-built conditions, and turnover and closeout documentation
- Direct and manage third-party civil engineers and environmental consultants
- Build Fractal's internal civil standards, specifications, and drawing templates so each successive project starts from a proven basis

Qualifications

- 7+ years in civil, structural, or construction engineering on utility-scale energy or heavy infrastructure projects at a developer, IPP, owner's engineer, EPC contractor, or consulting firm
- Direct experience with BESS in Texas is a plus
- Ability to produce and critically review civil deliverables
- Experience running QA/QC and construction inspection on behalf of an owner, including ITPs, NCRs, and third-party materials testing programs
- Command of applicable codes and standards relevant to utility-scale infrastructure deployment
- Familiarity with TCEQ, SWPPP administration, and county-level development permitting in Texas
- Licensed Professional Engineer (PE) in civil or structural engineering preferred
- Willingness to travel to project sites across Texas
