Civil Engineer – Commercial Site Development & Permitting | U.S. Projects

ENGCO, a U.S.-based engineering and construction company, is seeking a Civil Engineer who can independently develop the COMPLETE civil/site engineering package required to permit and construct a ground-up commercial development.
The key requirement for this position is experience taking a commercial site from survey/concept through a complete, coordinated, permit-ready civil plan set — not designing only one portion such as drainage, utilities, or roadways.
You will work directly with our U.S. engineering team and in-house Professional Engineer (PE). Our projects include gas stations, retail centers, warehouses, restaurants, commercial buildings, industrial facilities, and other ground-up commercial developments.
What You Will Be Responsible For
Prepare complete civil/site packages for permitting and construction
Develop overall site plans and coordinate building placement
Design parking, drive aisles, fire lanes, access, and ADA-compliant site layouts
Prepare grading plans and establish site/finished-floor elevations
Develop paving plans
Design storm drainage and detention systems
Design water, sanitary sewer, and other site utilities
Prepare erosion and sediment control plans
Perform required civil engineering calculations
Prepare civil details, notes, specifications, and construction drawings
Coordinate civil design with architectural, structural, and MEP disciplines
Research and incorporate applicable city, county, utility, and permitting requirements
Prepare drawings and documentation required for permitting
Respond to municipal review comments and revise plans through approval




Support projects through construction when design revisions or clarifications are required
Required Qualifications
Bachelor's degree in Civil Engineering
3+ years of commercial site-development experience
Proven experience developing complete permit-ready civil/site plan sets for ground-up commercial projects
Strong experience with site layout, grading, paving, drainage/detention, utilities, and ADA requirements
Ability to work from survey/concept information and develop a coordinated civil construction package
Ability to perform and document required civil engineering calculations
Ability to read and coordinate architectural, structural, MEP, and civil drawings
Proficiency with AutoCAD, Revit, or similar engineering/design software
Fluent spoken and written English
Ability to communicate directly with a U.S.-based engineering and construction team
Preferred
Experience designing U.S. commercial developments
Experience with U.S. permitting and municipal plan review
Texas commercial/site-development experience
Experience with AutoCAD Civil 3D, Revit, or other civil engineering/design platforms
Experience with gas stations, retail centers, warehouses, restaurants, or similar commercial developments

If your experience is primarily limited to drainage, hydrology, water/sewer, pipelines, roadway/highway design, municipal infrastructure, or drafting only, this is not the position we are hiring for.
We are looking for someone who has personally worked across the entire commercial site-development process — from initial site planning through a complete permit-ready civil package.
This is a full-time, long-term remote position in Mexico, working directly with ENGCO's U.S. engineering and construction team.
