Cost Engineer

Job Summary:
The Costing Engineer is responsible for the internal costing of all Bills of Quantities (BOQs) relating to engineering services across the organization. The role ensures that costs submitted by vendors and contractors are accurately reviewed, benchmarked and justified before approval, safeguarding value for money on all engineering-related expenditure.

Job Responsibilities:

Take ownership of internal costing for all Bills of Quantities (BOQs) submitted for engineering services across the organization.
Review, interpret, and analyze BOQs submitted by vendors and contractors to verify scope, quantities, and pricing assumptions.
Independently justify or challenge costs submitted by vendors, providing well-supported cost benchmarks and estimates.
Develop and maintain detailed cost models and estimation templates in Microsoft Excel for engineering and maintenance works.
Compare vendor pricing against historical costs, market rates, and engineering standards to identify discrepancies or inflated pricing.
Collaborate with the Engineering, Maintenance,



and Procurement teams to validate technical scope prior to costing.
Provide timely costing support for planned works, including major projects and Turnaround Maintenance (TAM) activities.
Prepare clear, well-documented costing reports and recommendations to support procurement decision-making and vendor negotiations.
Flag cost variances, unusual pricing patterns, or scope inconsistencies to relevant stakeholders.
Support continuous improvement of costing tools, templates, and internal costing standards.
Maintain an organized record of costing history for engineering services to support future benchmarking.

Qualifications:

Bachelor’s degree in engineering (Mechanical, Electrical, Civil or related discipline), Quantity Surveying, or a related field.
