**We are partnering with our client, a leading company in the manufacturing sector, in their search for an HR Manager.**
**About**
As an HR Manager you will lead the Human Resources strategy to build robust, fair, and scalable processes that strengthen organizational culture, ensure compliance with Mexican labor and tax regulations, and create a motivated, well-supervised workforce capable of sustaining the company’s growth.
**Key Responsibilities**
**Talent Acquisition & Workforce Planning**
- Design and implement workforce plans aligned with production and operational needs.
- Develop structured, competency
- and culture-based recruitment processes.
- Train HR staff and leaders in objective interviewing to reduce bias.
- Diversify recruitment sources and reduce reliance on referrals.
**People Operations, Payroll & Compliance**
- Oversee end-to-end payroll processing, ensuring accuracy, timeliness, and compliance with Mexican labor law, IMSS, SAT, and INFONAVIT.
- Manage relationships with payroll vendors (e.g., Deel, Shared Service Centers) while building in-house payroll expertise.
- Implement payroll governance frameworks, including reconciliation, audit trails, and variance tracking.
- Maintain payroll records, including salary increases, rationale, and documentation.
- Ensure statutory and supplementary benefits are correctly administered.
- Implement governance, ethics, and code of conduct policies aligned with corporate standards.
**Culture, Engagement & Labor Relations**
- Launch engagement surveys, feedback mechanisms, and recognition programs tied to performance.
- Develop anti-discrimination, anti-harassment, and D&I; policies to ensure a safe workplace.
- Improve labor relations by reducing risks of favoritism and retaliation.
- Introduce incentive programs to foster collaboration and discretionary effort.
**Training, Leadership & Development**
- Build competency frameworks and skills matrices with clear criteria.
- Establish annual training calendars covering leadership, compliance, safety, and feedback.
- Strengthen frontline supervisors’ credibility with the unionized workforce.
- Implement structured performance reviews linked to growth and promotion.
**Leadership & Team Management**
- Recruit, lead, and develop the HR team (payroll, recruiters, people ops).
- Define goals, accountability frameworks, and development plans.
- Promote a culture of collaboration, service, and continuous improvement.
**Qualifications**
- Bachelor’s degree in HR, Industrial Relations, Business Administration, or related field.
- Intermediate/advanced English for stakeholder communication.
- 7+ years of progressive HR experience (3+ in leadership roles).
- Proven experience in:
- Building HR processes from scratch (industrial/manufacturing).
- Managing labor relations with unions and compliance in Mexico.
- Designing transparent payroll and compensation governance.
- Developing frontline leaders and structured training programs.
- Strong knowledge of Mexican labor and tax law.
- Excellent communication, conflict resolution, and leadership skills.
**Preferred**
- Experience in multinational/general matrix organizations.
- Track record in diversity, inclusion, and anti-harassment initiatives.
- Proficiency with HR systems (HRIS, ATS, LMS).
