**Summary**:
The Administrative Officer fills a critical role in the success of major Action or Country programs abroad by developing and implementing the management structure and services.

**Duties**:
- These duties may include, but are not limited to:
- Responsible for management and administrative leadership with; program leadership, finance and budget, IT, Human Resources, contract and acquisition, and logístical resources.
- Develop and implement the management and administrative structure and services required to meet program goals effectively and efficiently.
- Leads, motivates, and guides subordinate staff, developing them appropriately, and adapting leadership style for various situations.
- Establish and explain goals and performance requirements, monitor work progress, and implement change to enhance mission effectiveness.
- Maintains working relationships with host country representatives, public and private organizations, Foreign Nationals and host country employees.
- Provides leadership with management and administrative reporting to include recommendations for action.
- Utilizes foreign language, cross-cultural, negotiation, communication, and interpersonal skills in performance of assigned responsibilities.
- Ensures adherence to policy, provision, and cooperative agreements which govern the work of the program.

- You must be a US Citizen or US National.




- Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
- Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
- All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
- Selectees must be able to speak, read, and write in Spanish and English. Confirmation of this ability will be confirmed at time of interview.



Formal assessment may also be required prior to assignment overseas.

**Qualifications**:
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
**FOR THE FP-02 (GS-14) LEVEL**:Applicants must have one year of specialized experience (equivalent to the FP-03/GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
- Has directed budget and fiscal activities and provided guidance regarding spending projections and procurement in relation to available funds and program requirements within U.S. government domestic and international regulations.
- Coordinated position management, recruitment, hiring, and employee retention activities.
- Recommend solutions and advice to leadership on complex and sensitive operational or management issues related to program impact and worked with stakeholders to reach consensus on appropriate solutions.
- Through advanced analytical methods, developed new approaches to identify meaningful, measurable techniques for performance quality levels, determined appropriate measures to correct deficiencies, and accomplished program objectives and goals.
- Non-federal experience should demonstrate administrative leadership of an agency or organization with a geographically dispersed workforce with similar duties and experience as listed above, preferably involved with international business or stakeholders.
