Job Description & Responsibilities
Role mission: Responsible for business development and government relations in Mexico's power and energy industry, focusing on CFE, SENER, state governments, and local authorities; through project-opportunity identification, client cultivation, and pre-bid planning, support the Americas region's project acquisition and subsequent execution;
Government relations & client development: Establish and maintain relationships with CFE, SENER, state governments, regulators, IPPs, and large industrial clients; organize senior talks, client visits, and official exchanges; convert key relationships into trackable project opportunities;
Project development & bid support: Intervene early in project development and bid planning; build strategic clients and project pipeline; drive internal technical, commercial, legal, and finance teams; conduct Go/No-Go, competitive strategy, prequalification, bid proposals, and large-project business negotiation;
Market intelligence, local resources & brand building: Track Mexico's energy policy and market trends; identify new energy, transmission & distribution, and thermal-power opportunities; integrate consultants, subcontractors, developers, and supply-chain partners; organize industry events; enhance the company's brand influence and project-execution readiness in Mexico;
Key performance indicators (KPIs): Annual marketing target / qualified project opportunity reserve reaching USD 100 million; project pipeline scale and quality on target; number and value of projects converted into formal bid opportunities on target; monthly prospect and strategic-client meetings meeting company- delegated goals; CFE / SENER and other key-stakeholder relationship strength on target; continuously improving market share and brand influence.
Qualifications
- Bachelor's degree or above;
- 10+ years of experience in Mexico's power / energy industry, including 5+ years in business development,
government relations, or client development;
- verifiable track record in CFE or government-related projects;
- fluent in Spanish and English;
Professional competencies
- Government, public-utility, and IPP relationship network;
- able to communicate with senior stakeholders;
- familiar with Mexican bidding, energy regulation, and project-development environment;
- able to identify opportunities and formulate strategy, negotiate large projects, coordinate bids, analyze market intelligence, integrate partners, and use Office / CRM tools;
Relevant project experience
- 10+ years in Mexico's power/energy industry;
- 5+ years in business development, government relations, or client development;
- led CFE or government-related project-opportunity development, pre-bid planning, client acquisition, and large-project business negotiation, with a project-conversion record;
Professional competencies
- Government and industry relationship network, key- stakeholder management, client development, project-opportunity identification, pipeline management, pre-bid planning, analysis of Mexican bidding and regulation, competitive strategy, large-project negotiation, local partner integration, and brand building;
Language proficiency
- Fluent or native Spanish;
- fluent English, able to independently conduct senior meetings, business presentations, negotiations, and English reports;
- Chinese ability and Chinese-invested-enterprise work experience are plus factors;
Management experience
- Able to drive cross-department project-tracking teams and manage 1 assistant;
- experience leading business-development, bidding, or government-relations teams and managing external advisors and partners preferred;
Location flexibility
Based in Mexico City; accepts hybrid work, client visits, and industry events; standard 40 hours/week (Mon–Fri 9:00–13:00, 14:00–18:00); no long-term out-of-town assignment or relocation arranged at this time
