**General Summary**:
We are seeking an experienced cooperative lead for our Procurement Center of Excellence (COE) and Procurement Operations functions with initial focus on Indirect Procurement categories such as IT, Marketing, HR, Professional Services, Engineering Services, Design & Test, Travel, Logistics, Facilities & Real Estate. This role is hands on operational, collaborating with Sourcing, Contracts, Transformation, TPRM (Third Party Risk Management), Business Owners, Functional Owners and other stakeholders.
**This role requires full-time onsite work in Mexico City (5 days per week).**
**COE includes**enablement of People, Process, Tools for the general Procurement functions (Strategic Sourcing, Contract Management, Procurement Operations, etc.) primarily through governance and support services including but not limited to program management, project management office (PMO) on behalf of multiple functions (example: contract status/ escalation management across SME advisors), core function support services (example: market intelligence, RFP administration/ tracking, analytics), service desk (internal, external or other outsourced/ 3rd party service management), merger & acquisition (M+A) support (integration, harmonization, etc.),



process optimization (capture, tactical SOP standard operating procedure documentation, automation), content management (repositories, SharePoint, AI readiness), policy management (creation, adherence, maintenance), change management, quality assurance, transformation support, reporting (standard/ non standard creation, validation, automation), training, functional system support (roadmap, design, test, implementation, automation, integration, etc.) including genAI/ automation as well as other special projects.
**Procurement Operations includes**Purchase Order Management: Create, issue, and manage purchase orders in alignment with category schedules and demand forecasts in addition to supporting other buying channels (catalog, credit card, etc.). Monitor open orders daily; proactively expedite and resolve issues. Coordinate forecast adjustments and planning strategies. Obtain competitive bids in accordance with purchasing policies. Identify cost reduction opportunities including alternate sourcing and supplier consolidation. Monitor market for cost impacts. Vendor Onboarding: Onboard, reinstate and update new and existing suppliers. Content Management: Maintain accurate ERP data, pricing, and supplier records. Policy Adherence: Ensure compliance with procurement policies and regulatory requirements
**Minimum Requirements**
Bachelor's degree and 9+ years of related work experience.
OR




Associate's degree and 11+ years of related work experience.
OR
High School Diploma or equivalent and 13+ years of related work experience.
- Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.
**Preferred Qualifications**
- Bachelor’s degree in Business Administration, IT, Engineering, or related field required or equivalent professional experience
- Master's degree in Business Administration or related field.
- Strong Excel and data analytics skills required
- Functional Systems Support experience required across ERP (Oracle, SAP) and other systems
- Experience in a technology industry, manufacturing or industrial environment preferred
- 4+ years of experience working in a large matrixed organization.
- 4+ years in a leadership role with or without direct reports (only applies to positions with direct reports).
- 3+ years of work experience in a role requiring interaction with senior leadership (e.g., Vice President level and above).
**Principal Duties and Responsibilities**
- Coaches across teams to establish operational objectives, develops new processes and procedures, and defines efficient methods for function based on an expert knowledge of standard and Qualcomm's function’s principles, theories, and concepts, as well as an understanding of impact across business units and programs. Drives and communicates process improvements and solutions and anticipates potential risks.
- Leads the development of function’s strategies and plans in accordance with supplier engagements or agreements that are aligned with business unit objectives for products or technology.
- Guides others to provide function’s options
