We are looking for an Líder de Regulación Aeronáutica to deliver extraordinary experiences for our customers.

This role is ideal for a strategic, detail-oriented, compliance-driven individual who understands how to ensure, facilitate, and promote the accurate and efficient interpretation, application, and compliance with legal and regulatory requirements established by the Federal Civil Aviation Agency (AFAC), the Ministry of Labor and Social Welfare (STPS), and the National Institute for Transparency, Access to Information and Personal Data Protection (INAI). The role serves as the Training Center’s representative and regulatory liaison before AFAC, overseeing its operating permit and regulatory filings; ensuring the authorization and compliant delivery of technical aviation training programs; maintaining instructor authorizations; coordinating course notifications, simulator training permits, licenses, ratings, examinations, and regulatory evaluations; validating training certificates and regulatory reports; and overseeing compliance across instructors, administrative personnel, students, facilities, instructional equipment, and materials. The position also leads the development and maintenance of the General Training Manual, manages institutional course and academic records, coordinates the issuance and reissuance of official training documents, and prepares executive, statistical, and regulatory reports.

In addition, the role coordinates regulatory and internal audits and inspections, follows up on findings and corrective actions,



manages STPS training records and filings, oversees instructor registrations, promotes compliance with personal data protection policies, manages requests related to ARCO rights, monitors applicable data protection requirements and controls, and represents Aeronautical Regulatory Affairs in relevant internal and external meetings, committees, and forums.

Educational requirements

- Bachelor’s degree in Aeronautical Engineering, Aviation Management, Industrial Engineering, or a related field.

Experience

- More than 5 years of experience in aeronautical regulation, technical aviation training, regulatory compliance, or process administration within the aviation industry.
- Experience managing regulatory processes related to technical aviation training, including training program authorizations, instructor approvals, course notifications, simulator training permits, licenses, ratings, examinations, certificates, and regulatory reporting.
- Experience coordinating regulatory and compliance audits, inspections, government authority requests, and the timely follow-up of findings and corrective actions.
- Experience managing regulatory records, training documentation, institutional course information, academic records, and official certificates in a regulated aviation environment.
- Experience coordinating compliance requirements and regulatory filings before AFAC and STPS.
- Internal Auditor certification.

Skills to succeed

- Strong knowledge of the Mexican Civil Aviation Law, applicable regulations,



Mexican Official Standards (NOMs), Mandatory Circulars, and other requirements issued by AFAC.
- Knowledge of international aviation standards and industry practices, including ICAO standards and IOSA requirements.
- Knowledge of applicable personal data protection legislation and STPS-related obligations, including the management of ARCO rights requests and regulatory records.
- Ability to interpret aviation regulations and translate regulatory requirements into effective training, operational, documentation, and compliance processes.
- Ability to coordinate effectively with aviation and government authorities, instructors, administrative teams, students, auditors, and internal and external stakeholders.
- Strong ability to prepare, maintain, review, and communicate regulatory manuals, executive reports, statistical information, training records, and compliance documentation.
- Ability to oversee the integrity, availability, and reliability of institutional training, student, and academic records.
- Advanced English proficiency, with the ability to understand and manage technical and regulatory documentation.
