**Description**
Leveraging specialized knowledge and experience in government affairs, this position supports the President and Executive Representative in Mexico by developing advocacy and lobbying strategies to preserve CPKC ́s concession through compliance with its obligations.
The role focuses on ensuring that CPKC operates within an optimal regulatory framework for efficiency and safety.
Additionally, it involves building strong relationships with key stakeholders to support CPKC's business growth strategies in Mexico.
**Accountabilities**
- Identify, develop, and maintain close working relationships with government officials in both the Executive and Legislative branches.
- Identify and foster partnerships that strengthen relationships with government bodies involved in public policy design at the Federal, State, and Local levels, positively impacting CPKC and its operations in Mexico.
- Monitor congressional activities and provide advise to advocate for legislation that supports CPKC ́s interests, its operations, and its markets in Mexico.
- Design and execute lobbying strategies to ensure that CPKC has the optimal regulatory framework to operate safely and efficiently in Mexico.
- Maintain a close relation with regulatory entities for non-technical issues, focusing on key actors, such as, the Secretary of Infrastructure, Communications and Transportation (SICT), the Rail Service Regulatory Agency (ARTF), and the General Directorate for Rail and Multimodal Development (DGDFM).
- Implement advocacy strategies with key stakeholders to inform them about our growth model, investments, and overall impact in the region and country.
- Oversee and coordinate two positions, one based in Mexico City and one in Monterrey, to implement the government affairs strategy.




- Support and develop briefing materials for the President and Executive Representative on policy issues, congress, regulations and other activities.
**R**equired**
- Bachelor's degree from an accredited university or college, preferably in international relations, political science, law, economy and trade, or equivalent combination of education and experience.
- At least twelve to fifteen years of relevant professional experience on a government affairs position for lobbying and advocacy in the Federal/State government, the Legislative branch, think-tank, or Association, or in the non-profit sector.
- Experience working on domestic public policy and knowledge on international politics issues.
- Comprehensive understanding of Federal and State Level Government, Congressional rules, procedures, and operations.
- Experience in lobbying and advocating on policy issues.
- Excellent interpersonal skills and a demonstrated ability to build positive, close working relationships at the Federal, State, and Local level, and with key stakeholders.
- Experience in preparing high level briefing documents.
- Strong experience in developing advocacy strategies, and negotiations.
- Project management experience, including developing work plans, managing and executing multiple concurrent efforts, and effectively managing data, communication, and work products.
- Excellent written & verbal communication Skills (English/Spanish).
**Preferred**
- Fluent in English & Spanish.
- Microsoft Office tools proficiency.
- Business Protocol knowledge.
**Working Conditions**
- This position has a regular full-time schedule with a normal work week of Monday through Friday.
- There may be a need for occasional work after hours or weekends.
- This position may require mínimal travel up to 10% of the time.
