This call for consultancy candudacies seeks to identify a qualified, creative and dynamic external consultant or team to deliver a final project evaluation and to facilitate a learning event for the PARCEL 2.0 project (Partner Capacity Enhancement in Logistics), which runs from September 2024 to February 2026. Funded by ECHO-DG, the interagency project aims to strengthen local humanitarian leadership and capacity in supply chain and logistics through co-designed resources, collaborative networks, and knowledge sharing at a general level. The evaluation will assess the project’s effectiveness, impact, and relevance, focusing on how it has enhanced local and national humanitarian actors’ roles and capacities. Concurrently, a participatory learning event is planned for January 2026 to facilitate reflection, capture lessons learned—especially around the innovative co-creation approach—and inform future programming.




Key deliverables include inception and final evaluation reports, a detailed learning event design and report, and actionable recommendations to support ongoing improvements in humanitarian logistics capacity building.
