Shape a New Electronics Manufacturing Facility from Design to Execution For an international industrial client, we are looking for an experienced
Senior MEP (TGA) Project Engineer / Owner's Representative
to support the planning and execution of a major manufacturing transformation project in
Querétaro, Mexico.
Unlike a traditional consulting or design engineering role, you will represent the client throughout the complete project lifecycle, ensuring that operational requirements are translated into high-quality engineering solutions and successfully implemented during construction and commissioning.
The project involves transforming an existing logistics facility into a state-of-the-art electronics manufacturing plant.

Your Responsibilities As the client's technical representative, you will act as the interface between internal stakeholders, engineering consultants, contractors and project management throughout the complete project lifecycle.
You will:
Capture operational and user requirements from existing manufacturing facilities and translate them into technical project requirements
Lead technical workshops with Production, Manufacturing Engineering, Facility Management, Maintenance and project stakeholders
Define and validate Owner Project Requirements (OPR) and User Requirement Specifications (URS)
Take technical ownership of all MEP (TGA) disciplines while coordinating closely with




Building Construction (KG 300)
Review engineering documentation throughout Concept Design, Design Development and IFC stages
Review HVAC, Electrical, Plumbing, Fire Protection and Building Automation concepts, drawings, calculations and technical specifications
Verify compliance with project requirements, engineering standards and applicable codes
Identify design risks, constructability issues, multidisciplinary coordination conflicts and value engineering opportunities
Perform technical reviews of contractor and vendor submittals for major MEP systems and equipment
Prepare technical review comments, recommendations and decision papers for project management
Support technical coordination during construction and ensure the approved design intent is successfully implemented
Support commissioning readiness and successful project handover
MUST HAVE
Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering or equivalent
Extensive experience in
MEP / TGA Engineering
Proven experience acting as
Owner's Representative ,
Owner's Engineer
or Client-side Technical Project Engineer
Extensive experience within industrial construction projects (electronics, semiconductor, automotive,



pharmaceutical or comparable manufacturing facilities)
Strong knowledge of Mechanical, Electrical, Plumbing, Fire Protection and Building Automation Systems
Experience leading technical workshops and capturing
Owner Project Requirements (OPR)
and
User Requirement Specifications (URS)
Extensive experience reviewing engineering documentation throughout
Concept Design, Design Development and IFC
stages
Experience reviewing HVAC, Electrical and Plumbing drawings, calculations and technical specifications
Strong understanding of electrical distribution systems, load calculations, short-circuit studies and utility infrastructure
Experience reviewing contractor and vendor technical submittals
Experience identifying constructability issues, multidisciplinary coordination conflicts and value engineering opportunities
Strong knowledge of international engineering standards including
ASHRAE, NEC, NFPA, IEC, IPC and UPC
Excellent communication skills with both technical and executive stakeholders
Fluent Spanish (mandatory)
Professional English (mandatory)
Willingness to work full-time on site during the execution phase in Querétaro
NICE TO HAVE
Experience in electronics manufacturing or semiconductor facilities
Previous experience supporting Siemens Real Estate or comparable owner-side organisations
Experience in factory transformation or brownfield manufacturing projects
Commissioning and start-up support experience
Knowledge of industrial Building Management Systems (BMS)
PMP or comparable project management certification
