- Monitor & anticipate signals to avoid entering into crisis mode with suppliers, relying on strong interface with risk management, top offenders process & Procurement/Quality/Supply chain network
- Drive and fully own supplier recovery or crisis exit plan with minimum cost and operational impacts for Alstom, for suppliers located in the considered geography, wherever the project(s) affected by the suppliers are located (in or out of the region), when issues are critical for execution of Alstom projects and cannot be handled at delivery center level.
Supplier recovery or crisis management mode can be implemented when a supplier is badly impacting Alstom due to poor QCDT performance preventing to execute/deliver properly projects (example : capacity/quality issues stopping Alstom production lines) and when the crisis cannot be handled at another level in the organisation (example: multiple region severe impacts).
When a supplier is managed under crisis mode, a unique Alstom interface is put in place to address the concern and be back to the expected QCDT performance.
The Supplier Operational Development Director/Manager will drive and fully own supplier crisis exit plan with the aim to minimize costs & operational impacts for Alstom, for all suppliers declared in crisis mode in his/her scope of responsibility.
The Supplier Operational Development Director/Manager will also be in charge of the residents program which final objective is to secure quality/delivery of projects at risk, or to mitigate risks at suppliers in a preventive way to avoid future crisis mode.
Scope of responsibility
- Regional: all suppliers under crisis mode located in the region
Main responsibilities are:
- Region : Drive supplier crisis management within the region
- Build appropriate partnership with external & internal players to be able to mobilize immediately crisis management and/or skilled residents at the supplier
- Ensure crisis management team is in place at the early stage of the crisis for all suppliers declared in crisis mode
- Ensure the proper implementation of crisis exit plan for all suppliers in his/her scope, follow progress until completion
- Coordinate as needed with Domains/Regional Procurement/Global organisation
- Maintain the list of suppliers under crisis mode, the status & forecasted end of crisis
- Train local procurement team to supplier crisis management, so that crisis can be handled first at delivery centre level, before escalation to another level (target to have one senior buyer trained and mentored in each delivery centre/main site)
- Region : Execute operationally himself/herself crisis management activities in line with crisis exit plan RACI for supplier
- Formalize by written the mandate to move to supplier crisis mode
- Drive and fully own supplier crisis exit plan
- Leverage as needed internal and/or external resources (including without being restricted to resident implementation when needed)
- Travel regularly to supplier factories (minimum 3 travels per month, average 2 to 3 days per week to be considered)
- Interfere with all internal/external stake-holders till crisis mode is terminated, define and implement routines, report and communicate on the progress of the crisis exit plan
- Achieve crisis mode exit conditions
- Analyse root causes of crisis occurrence and formalize return of experience at all steps of supplier general crisis (including lessons learned that would have allowed to avoid crisis)
- Define needed supplier development plan for sustaining results after crisis mode, in line with commodity strategy
- Implement & follow post-crisis development plan, in coordination with Supplier Strategic Development
- Manage the team allocated to crisis management : resident program & crisis managers
- Regional : Act preventively to reduce as much as possible the need for crisis mode with suppliers
- Preventively maintain list of suppliers in crisis mode or about to enter in crisis.
This list is monthly updated, reviewed and shared with n+1 and established through regular feedback sessions with Procurement.
- Ensure the capture of signals to early anticipate issues (Top offender, SRM, QCDT performance, outputs from QBR reviews ) to act preventively and correctively.
- Propose Alstom processes improvement based on REX and develop communication in order to raise awareness on crisis avoidance.
Position will require to perform business travels either at ALSTOM and Suppliers' sites (uop to 50% of the time).
