Technical Program Manager (TPM) - Enterprise Delivery Jira Platform EnablementLocationFlexible / Hybrid / RemoteEmployment TypeFull-TimeExperience LevelSenior (8+ Years)OverviewWe are seeking a highly organized and technically capable Technical Program Manager (TPM) with strong experience in enterprise technology delivery, foundational architecture concepts, and Jira ecosystem implementation.The TPM will collaborate closely with engineering, architecture, PMO, DevOps, QA, product management, and executive stakeholders to drive execution, transparency, and continuous improvement across programs.Key ResponsibilitiesProgram Delivery Management- Lead complex technical programs across multiple cross-functional teams.
- Drive planning, execution, dependency management, and delivery governance.
- Establish program roadmaps, milestones, release plans, and operational cadence.
- Facilitate Agile ceremonies including PI Planning, sprint planning, retrospectives, and steering committee reviews.
- Manage risks, issues, blockers, and escalation processes proactively.
- Track program KPIs, delivery health, team velocity, and operational metrics.
- Coordinate delivery alignment between business, product, engineering, and infrastructure teams.Jira Environment Design Administration- Design, build, and configure Jira environments from zero for enterprise-scale delivery organizations.
- Define Jira project structures, workflows, issue types, permission schemes, notification schemes, and security models.
- Implement Agile boards, Scrum/Kanban workflows, backlog structures, release management processes, and portfolio hierarchy.
- Configure advanced Jira automation rules and workflow transitions.
- Create dashboards, reports, filters, KPIs, and executive-level delivery reporting.
- Establish governance standards, naming conventions, taxonomy, and operational processes within Jira.
- Integrate Jira with tools such as Confluence, GitHub, Bitbucket, Azure DevOps, ServiceNow, Slack, or CI/CD platforms.
- Support migration, scaling, optimization, and standardization initiatives across Jira ecosystems.Technical Architecture Collaboration- Understand foundational enterprise architecture principles including:- Cloud architecture- API integrations- Microservices concepts- Application lifecycle management- Infrastructure dependencies- Security and compliance considerations- Data flow and system integration models- Partner with solution architects and engineering leads to align delivery strategy with technical architecture.
- Translate technical dependencies into executable program plans.
- Support technical governance and solution alignment across multiple initiatives.Process Improvement Governance- Define scalable Agile delivery standards and operating models.
- Create governance documentation, delivery playbooks, SOPs, and workflow standards.
- Drive continuous improvement initiatives focused on predictability, quality, and operational maturity.
- Establish intake management, prioritization processes, and demand governance.
- Support organizational transformation and Agile maturity initiatives.Required Qualifications- Bachelor's degree in Computer Science, Engineering, Information Technology, or related field.
- 8+ years of experience in Technical Program Management, Delivery Management, or Technical Project Management.
- Strong hands-on experience configuring Jira environments from scratch.
- Experience administering Jira Software and Confluence in enterprise environments.
- Solid understanding of Agile, Scrum, Kanban, and scaled delivery frameworks.
- Strong understanding of software development lifecycle (SDLC).
- Experience working with engineering and infrastructure teams.
- Strong stakeholder management and executive communication skills.
- Experience managing multiple concurrent initiatives and cross-functional dependencies.Preferred Qualifications- Jira Administrator certification.
- Scrum Master certification (CSM, PSM, SAFe, or equivalent).
- Experience with Atlassian ecosystem administration.
- Familiarity with cloud platforms such as AWS, Azure, or GCP.
- Experience supporting DevOps and CI/CD initiatives.
- Knowledge of reporting and analytics tools such as Power BI or Tableau.
