The roleWe are currently looking for

Project Officer

based in

Khammouane Province

(Xebangfay District x1, Mahaxay District x1 and Nhommalath district x1).

Role PurposeThe Project Officer is responsible for implementing project activities in assigned target districts in Lao PDR, delivering community and school preparedness interventions (Result 2) and supporting the roll‑out of early warning protocols and last‑mile dissemination (Result 1). Working under the Senior Project Coordinator, the post‑holder is the project’s primary presence at district level, building strong relationships with district authorities which including with the district of Labour and Social Welfare, the Lao Red Cross and communities. Working hand on hand on capacity building for VDPU and implementing day to day activities at community’s level and school preparedness.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Areas Of Accountability

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Key ResponsibilitiesDistrict-Level Activity Implementation

Plan and deliver assigned Result 1 and Result 2 activities in the target district(s) to schedule and quality standards.

Organise community and school trainings, drills, simulations and participatory planning exercises.

Support the development, testing and use of community and school preparedness plans, SOPs and school-based triggers.

Community and School Engagement

Facilitate community and school risk and hazard mapping and inclusive participatory planning.

Engage children, teachers, school committees and village DRM committees, ensuring participation of the most vulnerable.

Support inclusive last-mile dissemination of impact-based warning messages through trusted channels.

District Authority and Partner Liaison





Maintain day-to-day working relationships with district authorities, disaster management committees which include Labour and Social Welfare, and the Lao Red Cross.

Coordinate activities with sub‑national partners and support their engagement in project processes.

Regional Learning and Dissemination (Result 3)

Contribute community and school evidence, case studies and lessons learned to national dissemination workshops and regional learning (R3.A4, R3.A6).

Apply relevant good practice from ASEAN/regional frameworks in field delivery.

Crisis Modifier and Emergency Response (Result 4)

Support activation of the Crisis Modifier in assigned areas during emergencies (including floods, heat waves and fires), through rapid assessment and community‑level response using established SOPs and early actions.

Apply child‑centred, inclusive and conflict‑sensitive approaches throughout any emergency response.

Data Collection, Reporting and Compliance

Collect quality, disaggregated activity data and support feedback and complaints mechanisms.

Prepare timely activity reports and document results and learning for the Senior Project Coordinator.

Adhere to Save the Children and DG ECHO safeguarding, compliance and anti‑fraud standards.

Qualifications And Experience

Diploma or Bachelor’s degree in Disaster Risk Management, Development, Education, Environmental Science, Social Sciences or a related field

Experience And Skills

Minimum 2 years of community‑level field experience in disaster risk reduction, early warning, education or community development.

Demonstrated facilitation and community engagement skills.

Experience working directly with district authorities, communities, schools and children.





Fluent Lao and basic working English.

Commitment to safeguarding, disability inclusion and gender equality.

Willingness to be based in and travel within target districts.

Contract length: Fixed term (1 year with the possibility of extension)
