: During the initial phase of business expansion and factory construction, this position will serve as the primary architect of the local HR system in Mexico, overseeing HR strategic planning and daily operations management. From organizational structure design, talent recruitment and allocation, compensation and benefits system establishment, to employee relations management, labor compliance assurance, and corporate culture implementation, ensuring HR functions effectively support the objectives and operational needs of the Mexico business. Job Responsibilities 1.

Conduct local employee recruitment based on operational needs, maintain recruitment channels, and ensure adequate workforce supply for the factory.

- Formulate and implement overall HR planning, including organizational structure design, headcount budgeting, and talent pipeline development plans.
- Lead the establishment of the Mexico team from scratch, covering recruitment strategy development, key position talent sourcing, onboarding integration, and team culture building.
- Establish and continuously optimize HR management systems and processes, ensuring compliance with local Mexican regulations and group control requirements.
- Serve as the core liaison between the Chinese and Mexican HR teams, promoting policy alignment, information sharing, and cross-regional replication of best practices.
- Develop and manage labor cost budgets, optimize compensation and benefits structure, and promote the establishment of localized payroll and benefits systems.
- Design and manage compensation and benefits systems based on market demands, including salary structure, bonus schemes, medical insurance, social security, and other benefit programs.
- Lead the design and implementation of performance management systems, including performance goal setting, evaluation processes, feedback mechanisms, and incentive programs.
- Oversee the entire payroll process, ensuring accuracy, compliance, and timeliness.




- Ensure compliance of overseas employment practices, familiarize with local labor laws, establish effective communication mechanisms with labor unions, ensure employment compliance, and mitigate legal risks.
- Establish and maintain a positive employee relations system, including employee communication mechanisms, satisfaction surveys, conflict mediation, and exit interviews.
- Ensure all HR practices comply with Mexican and local labor regulations.
- Develop and implement employee handbooks, codes of conduct, and various HR policies, ensuring compliance and consistency.
- Participate in overall factory construction, promote cultural integration between Chinese and Mexican teams, implement factory culture systems, and establish localized training systems. 4.1) Design and promote local employee training and development programs in Mexico, including new employee onboarding, leadership development, and professional skill enhancement.
- Promote the implementation and integration of corporate culture within the Mexican team, fostering understanding and collaboration between Chinese and Mexican cultures.
- Establish employee career development pathways and succession plans, supporting the retention and growth of key talent.
- Organize team-building activities and employee care programs to enhance employee engagement and sense of belonging.

Qualifications 1. Bachelor's degree or above, 3+ years of HR experience, cross-cultural work experience preferred.

- Spanish and English as working languages, Chinese proficiency preferred, bilingual business communication and document writing in Spanish and English. Able to independently liaise with local employees, labor unions, and government departments.
- Comprehensive understanding and compliant application of Mexican labor laws; HR strategic planning and organizational design;

compensation and benefits system design and market benchmarking; performance management system development; recruitment strategy and talent management.

- Strong communication and coordination skills, proficient in cross-cultural communication.
