Duties
The Consular Agent is a fully trained and professional member of the U.S. Mission with responsibility for providing emergency and routine consular services as authorized by 22 USC Section 3943 (Section 303 of the Foreign Service Act of 1980) and the U.S. Department of State regulations in Title 22, Code of Federal Regulations (CFR) 71.1 and 71.6. The Consular Agent reports to the American Citizens Services Chief at the supervisory post in Mexico City and is one of two Agents who supervise two Locally Employed Staff members. The Consular Agent’s main responsibility is to protect the interests of and assist U.S. citizens in the Agency’s area of responsibility. The Agent supervises one or more full- or part-time locally employed Consular Assistants, depending on workload. The Consular Agent is responsible for setting regular business hours to serve the public in coordination with the supervisory post and CA/EX. The Consular Agent is also expected to be on call to handle emergencies and crises affecting U.S. citizens in the Agency’s district whenever needed. The Consular Agent serves as the face of the U.S. Embassy in the Agency’s district, with direct responsibility for forging working relationships with key interlocutors needed to assist U.S. citizens in distress, including local police and immigration, hospital, prison, morgue, media and local government officials as well as relevant private industry professionals. The Consular Agent also plays a key support role in Mission-wide crisis preparedness and serves to provide on-site assistance and guidance whenever a crisis (natural disaster, terrorist incident, etc.) occurs within the Agent’s area of responsibility.
Emergency services, which may be time-sensitive and require travel within Guanajuato State, include:
- Visiting U.S. citizens in prisons or hospitals and providing a report to the embassy
- Assisting destitute U.S. citizens by providing information or assisting with repatriation loans
- Conducting welfare/whereabouts checks on U.S. citizens
Routine consular services include:
- Acceptance of passports, consular reports of birth abroad, and consular reports of death abroad
- Notary services
Qualifications and Evaluations
Requirements:
All applicants must be able to obtain a letter of identification from San Miguel Allende Municipality confirming residency status.
All selected candidates must be able to obtain and hold a security certificate. All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time (4 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Education Requirements:
Two years of University Studies (50% of educational credits) or College Certificate.

Language Testing (If Applicable) If you meet the Education and Experience requirements and do not submit an English /Spanish language test score (submission is optional), you will be scheduled for English language testing as part of the recruitment process. Applicants who do not achieve the required score will not be able to continue in the selection process.

- Fluent level scores are valid indefinitely. Applicants who already hold a Fluent score are not required to retest.

Skills And Abilities (these may be tested):
Must have excellent office skills (such as filing, organization, and customer service),
including Level II typing (40 wpm); basic computer literacy; good working knowledge of Microsoft Word, Excel, Outlook and other software applications. Must have strong interpersonal skills, the ability to work under pressure, and ability to solve problems with limited supervision. Must exercise good judgment and excellent customer service skills. Must have or be able to obtain a valid Mexican driver’s license and be available to travel within the state of Guanajuato and to the U.S. Embassy in Mexico City. Must be able to work an irregular schedule, be available for after-hours duty (i.e. frequently after office hours and on weekends). Must be able to telework from a location that meets the Home Safety Checklist for Teleworkers (DS-1963) for up to 100 percent of the time if needed by emergency circumstances.

The pay plan is assigned at the time of the conditional offer.
The Consular Agent will be a paid a salary according to the pay plan and grade of the position, as established by the Department of State. The salary is based on a minimum determined number of hours each biweekly pay period, whether the Consular Agent worked more or fewer hours.
Any additional benefits the Consular Agent received (e.g. limited reimbursement for health insurance) are determined by the Department of State's Bureau of Consular Affairs.

ADDITIONAL SELECTION CRITERIA:
1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status in San Miguel de Allende.
2. Candidates must have resided for a minimum of six months in San Miguel de Allende prior to beginning duty.
3. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees of the Mission who have less than 1 year in their current position are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.
4. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
