The Human Resources Manager is responsible for leading the people strategy, including safety, labor compliance, organizational culture, employee services, and external labor/government relations for a large manufacturing operation.

This role ensures that the plant operates with a stable, legally compliant, disciplined, safe, and engaged workforce while supporting business continuity, productivity, employee development, and positive relationships with authorities and institutional representatives.

The HR Manager must serve as a strategic partner to Operations while also ensuring strong execution of daily HR processes across a population of more than 1,000 production employees and 160 administrative employees.

Generales

Direct areas of responsibility: Labor Relations, Training, SH&E;, Payroll, Recruiting, NOM-035, Nursery/IMSS compliance, Security, Facilities Maintenance, Employee Services, Organizational Development, Recognition, Engagement, and Public Relations.

- Labor Relations and STPS Compliance

Lead all labor relations processes in compliance with Mexican labor law and requirements from the “Secretaría del Trabajo y Previsión Social”.

- Training and Capability Development

Lead the training system for production, technical, administrative, and leadership roles.

- Safety, Health & Environment — SH&E;

Lead or oversee the SH&E; function to protect employees, comply with regulations, and support operational discipline.

- Payroll and Timekeeping

Ensure accurate, timely, and compliant payroll execution for all employees.

- Recruiting, Hiring, and Workforce Planning

Lead hiring strategy for production, technical, administrative, and leadership positions.

- Nursery / IMSS Compliance





Oversee the company nursery or childcare-related process in compliance with IMSS requirements.

- Security

Lead the plant security function to protect people, assets, visitors, and business continuity.

- Facilities Maintenance

Oversee facilities as part of employee services and site readiness.

- Bachelor’s degree in Human Resources, Business Administration, Industrial Relations, Psychology, Law, Industrial Engineering, or related field.
- Master’s degree preferred.
- Strong knowledge of Mexican labor law, STPS requirements, IMSS processes, NOM-035, payroll controls, and employee relations.
- Minimum 10 years of progressive HR experience.
- At least 5 years in a senior HR leadership role in manufacturing.
- Experience supporting a large hourly workforce, ideally 1,000+ employees.
- Strong experience in labor relations, employee relations, compliance, payroll, training, recruiting, and organizational development.
- Experience managing security, services, facilities, or administrative functions is highly desirable.
- Experience interacting with government authorities, labor institutions, business chambers, or community representatives.
- Strong character and high integrity.
- Balanced leadership: firm when needed, fair always.
- Ability to work with production employees and senior executives.
- Strong labor relations judgment.
- Ability to manage confidential and sensitive matters.
- Strong communication and conflict resolution skills.
- Preventive mindset, not reactive firefighting.
- Data-driven decision making.
- Strong follow-up and execution discipline.
- Ability to build trust with employees, managers, authorities, and corporate leaders.
- Business mindset, not only HR administration.
- Language of digital tools and AI.
