PMO / Contracts Manager, EPC

Summary
A global renewable energy infrastructure business is pioneering private investment in Mexico's energy transition, currently delivering two utility-scale solar power plants with further large-scale investment planned in the years ahead.
The PMO and Contracts Manager will support effective project delivery by implementing structured PMO practices, contract-administration processes, documentation routines and governance forums across the Mexico EPC portfolio.
The Role
Reporting to the EPC Director, the role integrates scope, schedule, risk, information management, contract obligations, formal communications, change tracking, claim support and decision materials into a consistent owner-side governance framework, working closely with the Project Manager, Technical Manager, Interconnection Manager, Owner's Construction Manager, EPC contractors, suppliers and advisers.
- Develop and maintain owner-side project management standards and PMO tools, including integrated master schedule, milestone register, obligation tracker, critical-date calendar and project-controls framework across active EPC projects
- Review and challenge EPC and Owner's Construction Manager on schedule updates, progress reporting, recovery plans, critical-path logic, earned progress and milestone forecasts
- Manage contract administration, including notices, deliverables, payment prerequisites, securities, warranties, approvals, change orders, claims, completion requirements and closeout obligations
- Support payment-application reviews by confirming contractual prerequisites, milestone evidence, approvals and supporting records, in coordination with the Project Controller, finance,
Project Manager and technical teams
- Maintain project registers for risks, actions, decisions, RFIs, submittals, changes, claims, NCRs, permits, owner-supplied equipment, environmental releases and interconnection milestones
- Consolidate project progress data, contract status, risks, open decisions and key project materials for management, lender, steering committee and internal governance reporting
The Requirements
The adecuado candidate has a bachelor's degree in engineering, project management, construction management, business, law, finance or a related discipline, with 8 to 12+ years of experience in PMO, planning, contract administration or commercial management on major EPC, power, renewable-energy or infrastructure projects, and the ability to understand CPM schedules, project milestones, contract obligations, payment evidence, change management and project records.
- Highly organized, detail-oriented and persistent in tracking obligations, dates, actions and documentation
- Strong understanding of project delivery and governance, planning, progress measurement and EPC contract administration
- Able to challenge contractor schedules, progress claims, payment applications and incomplete supporting documentation
- Strong written communication skills and ability to convert complex project data into clear management and decision-support reporting
- Commercially disciplined, with good judgment around notices, claims, changes, payment prerequisites and owner rights
- Spanish fluency with functional business English; professional working proficiency or bilingual capability preferred
- Willingness to work in an international, efficient and highly varied environment
