Responsibilities
- Study the electrical primary technical specifications in bidding documents (Bases de Licitación) of Comisión Federal de Electricidad (CFE), and sort out mandatory clauses, special conditions (high altitude, salt spray, seismic zone design), and technical scoring criteria.
- Identify potential technical risks (e.g., insufficient insulation coordination margin, excessive short‑circuit current) and submit Technical Risk Early Warning Reports to the bidding leader.
- Develop electrical main wiring schemes (single bus, double bus, bridge connection, etc.) for substations/boosting stations, and complete general layout and structure/bracket selection.
- Calculate short‑circuit current levels and determine rated parameters of main equipment (transformer capacity/ratio/impedance, breaker interrupting capacity, isolator rated current, etc.).
- Prepare technical specifications (English/Spanish) for primary equipment: transformers, GIS/AIS switchgear, reactive power compensation, arresters, busbars, insulators, etc.
- Cooperate with procurement teams to review technical deviation forms from suppliers (Siemens, ABB, Hitachi Energy, Prolec GE, etc.) and verify compliance with CFE LAPEM certification.
- Accurately calculate Bill of Quantities (BOQ) for electrical primary equipment, cables, grounding, lighting, and lightning protection systems.
- Assist cost engineers in cost estimation and quotation analysis for electrical primary systems.
- Coordinate with CFE‑certified local design institutes or Chinese partners to conduct internal reviews of preliminary design drawings for bidding.
- Prepare formal written responses to CFE technical clarifications (Aclaraciones).
- Provide structure/bracket loads and foundation dimensions to the civil engineering discipline.
- Provide CT/PT configuration and breaker control voltage requirements to the electrical secondary discipline.
- Define bay layout and conductor tension data for transmission line discipline.
- Establish and maintain a technical standard database for Mexican power transmission and transformation projects (CFE L0000 series, NMX-J, IEEE).
- Regularly summarize CFE’s technical preferences (e.g., eco‑friendly GIS, prefabricated substations).
- Participate in site surveys, evaluate terrain/geology constraints, and propose layout optimizations.
- Support logistics teams in assessing transportation feasibility for large transformers and GIS under height restrictions and mountain road conditions.
Requirements
- Bachelor’s degree or above in Electrical Engineering, Power System & Automation, High Voltage & Insulation Technology.
- 5+ years of electrical primary design experience in power design institutes or EPC contractors; at least 2 completed overseas power transmission/renewable boosting station projects in bidding or execution.
- Spanish: able to read technical specifications and write emails (required); oral communication is a plus.
- English: fluent in reading and writing.
- Proficient in substation electrical primary design; skilled in AutoCAD, ETAP or PSS/E short‑circuit calculation software.
- Familiar with IEC, IEEE, Mexican CFE/NMX electrical standards.
- Able to interpret Spanish electrical drawings and equipment nameplate parameters.
- Certified Electrical Engineer (Power Transmission/Substation) or locally recognized qualification is preferred.
- Willing to be permanently based in Mexico City and travel short‑term to Monterrey, Cancún, etc.
- Logical, detail‑oriented, strong problem‑solving; able to work under high‑pressure bidding schedules with multiple projects.
