Reports to the General Manager of SINOVAC Mexico, with a functional reporting line to SINOVAC’s Latin America Business Development leadership and relevant headquarters functions.

Position Overview

SINOVAC is seeking a highly experienced Senior Government Affairs Advisor – Mexico to support the company’s strategic engagement with Mexican government institutions, particularly the Ministry of Health of Mexico, BIRMEX and other relevant public-health authorities .

The primary mission of this position is to support SINOVAC’s vaccine localization and public-sector partnership projects in Mexico by providing high-quality government affairs advice, institutional insight, stakeholder engagement and strategic coordination.

This role is not primarily an administrative, regulatory-submission or meeting-arrangement position. The successful candidate must possess a strong understanding of Mexico’s healthcare institutions, public-sector decision-making processes and government stakeholder dynamics.

The candidate should be able to help SINOVAC understand government priorities, institutional concerns, decision-making processes and stakeholder expectations in a timely and compliant manner, particularly in relation to cooperation with BIRMEX and the Ministry of Health.

Key Responsibilities

1. Government and Institutional Engagement

- Develop and maintain professional relationships with relevant stakeholders within the Mexican Ministry of Health, BIRMEX and other public-health institutions.
- Support constructive and sustained engagement between SINOVAC and Mexican government authorities.
- Facilitate appropriate communication with senior decision-makers, technical teams, policy stakeholders and institutional influencers.
- Support the preparation, coordination and follow-up of high-level government meetings.
- Help ensure that SINOVAC engages the appropriate stakeholders at each stage of the localization project.

2. Government Intelligence and Strategic Insight

- Monitor and assess relevant institutional developments, government priorities, policy directions and stakeholder concerns affecting SINOVAC’s projects in Mexico.
- Provide timely and candid advice regarding the positions, expectations and potential concerns of BIRMEX, the Ministry of Health and other relevant institutions.
- Help SINOVAC understand informal institutional dynamics and decision-making processes beyond formal written communications, while operating strictly within legal and ethical boundaries.
- Identify potential obstacles, sensitivities and areas of disagreement before they become formal project risks.
- Distinguish between official institutional positions, individual stakeholder opinions and broader political or administrative considerations.

3. Stakeholder Mapping

- Develop and regularly update a comprehensive stakeholder map for the localization project.
- Identify formal decision-makers, technical evaluators, institutional influencers,



potential supporters and other relevant stakeholders.
- Assess stakeholder roles, interests, influence levels and likely positions regarding the project.
- Recommend appropriate engagement strategies for different government and institutional stakeholders.
- Advise SINOVAC on changes in personnel, responsibilities or institutional influence that may affect project implementation.

4. Localization Project Support

- Provide strategic government affairs support for SINOVAC’s vaccine localization and technology-transfer projects in Mexico.
- Help SINOVAC understand the Mexican government’s expectations regarding local manufacturing, technology transfer, investment, public-health supply and long-term partnership.
- Support engagement with BIRMEX concerning potential cooperation structures, responsibilities, timelines and institutional requirements.
- Advise internal teams on how government priorities should be reflected in project proposals, presentations and negotiation strategies.
- Support the alignment of SINOVAC’s localization proposal with Mexico’s national healthcare, industrial and public-health objectives.

5. Strategic Advisory Support

- Advise SINOVAC management on the political, institutional and public-health environment relevant to the company’s operations in Mexico.
- Recommend government engagement strategies based on project objectives and stakeholder dynamics.
- Provide scenario analysis regarding potential government responses, institutional risks and project-development pathways.
- Support senior management in preparing for sensitive discussions or negotiations with public-sector stakeholders.
- Provide clear recommendations rather than only reporting information or arranging meetings.

6. Cross-Functional Coordination

- Work closely with SINOVAC Mexico, Latin America Business Development, Legal, Compliance, Regulatory Affairs, Medical Affairs, Manufacturing, Investment and headquarters teams.
- Translate government expectations into clear internal actions and project recommendations.
- Ensure that internal teams understand the responsibilities, concerns and priorities of Mexican government stakeholders.
- Support coordination between government affairs activities and the technical, regulatory, commercial and investment components of the localization project.
- Maintain accurate records of key meetings, stakeholder feedback, commitments and follow-up actions.

7. Risk Identification and Issue Management

- Identify political, institutional, reputational and stakeholder risks that may affect SINOVAC’s projects.
- Provide early warnings regarding potential delays, changes in government priorities or stakeholder concerns.
- Recommend appropriate mitigation measures and communication strategies.




- Support the resolution of misunderstandings or communication gaps between SINOVAC and government institutions.
- Escalate material risks to the appropriate SINOVAC management and compliance functions.

8. Compliance and Ethical Conduct

- Conduct all government engagement activities in strict accordance with Mexican law, SINOVAC policies and applicable anti-bribery and anti-corruption requirements.
- Ensure that all information is obtained through lawful, ethical and appropriate professional channels.
- Never request, obtain or disclose classified, confidential, restricted or improperly obtained government information.
- Avoid any conduct that could be interpreted as offering improper benefits, exerting inappropriate influence or creating conflicts of interest.
- Fully disclose any current or former relationships, advisory roles, financial interests or potential conflicts involving government institutions or officials.
- Maintain strict confidentiality regarding SINOVAC’s projects, negotiations, strategies and internal information.

Candidate Requirements

Mandatory Qualifications

- Mexican citizen.
- Bachelor’s degree in public policy, political science, law, international relations, public health, medicine, pharmacy, business administration or another relevant discipline.
- At least 10 years of relevant experience in government affairs, public affairs, healthcare policy, public-sector engagement or institutional relations.
- Strong professional knowledge of Mexico’s healthcare system and public-health administration.
- Demonstrated understanding of the structure and decision-making processes of the Mexican Ministry of Health and BIRMEX.
- Established and active professional relationships within Mexico’s healthcare and public-sector ecosystem.
- Proven ability to engage effectively with senior government officials, institutional leaders and technical stakeholders.
- Experience providing strategic advice to senior executives.
- High standards of integrity, confidentiality and professional judgment.
- Ability to operate independently and deliver practical, actionable recommendations.

Highly Preferred Qualifications

- Previous senior-level employment or leadership experience within BIRMEX.
- Previous professional experience within the Mexican Ministry of Health or another relevant federal healthcare institution.
- Former advisor to senior Mexican health authorities or public-health decision-makers.
- Strong current relationships with relevant stakeholders within BIRMEX and the Ministry of Health.
- Experience in vaccines, biologics, pharmaceuticals, public-health procurement or local manufacturing projects.
- Experience supporting vaccine localization, technology transfer, government investment or public-private partnership projects.
- Previous government affairs or public policy leadership experience within a multinational pharmaceutical or vaccine company.
- Familiarity with public-sector procurement, national immunization programs, vaccine supply policy and healthcare industrial policy.
- Experience working with international companies, headquarters teams or cross-cultural organizations.
- Professional proficiency in English is an advantage.
