General Summary:

Qualcomm is seeking an experienced Sourcing Manager to lead strategic sourcing activities within the Professional Services category. This role is responsible for developing and executing sourcing strategies, managing complex supplier agreements, and driving procurement to completion in alignment with business objectives. The idóneo candidate will bring deep expertise in indirect procurement, strong negotiation skills, and the ability to partner effectively with senior stakeholders across a global, matrixed organization.

This role requires full-time onsite work in Mexico City (5 days per week).

Qualifications:

Bachelor's degree and 6+ years of Sourcing or related work experience.

OR

Associate's degree and 8+ years of Sourcing or related work experience.

OR

High School Diploma or equivalent and 10+ years of Sourcing or related work experience.

*Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.

Preferred Qualifications:

- Master's degree in Business Administration, Engineering, or related field.
- 3+ years of experience working in a large matrixed organization.
- 2+ years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).
- 1+ year in a leadership role with or without direct reports.

Principal Duties and Responsibilities:

- Develops and continuously improves sourcing processes, frameworks, and tools for Professional Services categories by applying a deep understanding of strategic sourcing principles, commercial models, and best practices. Identifies efficiency, scalability, and compliance improvement opportunities.
- Leads and executes category and sourcing strategies aligned with business objectives, demand forecasts, and supplier engagement models across consulting, advisory, agency, and other professional services.
- Partners with internal stakeholders to provide data‑driven sourcing options and recommendations, balancing cost, capability, risk, delivery timelines, and service quality. Leverages market and supplier landscape insights to address complex sourcing challenges.
- Performs and oversees advanced spend, market, and supplier analysis to identify risks, cost optimization opportunities, and value‑creation initiatives; translates insights into actionable recommendations.
- Defines and executes contract and commercial negotiation strategies,



including pricing models, rate cards, statements of work, service levels, contract terms, renewals, and amendments, in collaboration with Legal, Finance, and business partners.
- Collaborates cross‑functionally and with suppliers to execute sourcing initiatives and negotiations, accounting for scope changes, demand variability, budget targets, and timeline shifts; assesses risks and determines appropriate mitigation actions.
- Makes informed, high‑impact decisions to resolve complex, cross‑functional sourcing and supplier issues, exercising sound judgment in ambiguous or evolving situations.
- Manages multiple sourcing projects simultaneously, setting priorities, managing timelines, and ensuring high‑quality deliverables while driving continuous process improvement.
- Re‑scopes initiatives as business needs evolve, identifies required resources, delegates work where appropriate, and reviews outputs to ensure objectives are met despite shifting priorities or constraints.
- Manages team project priorities, deadlines, and deliverables for large and/or multiple projects and contributes to improving processes.

Level of Responsibility:

- Works independently with little supervision.
- Provides supervision to direct reports.
- Requires verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels. Role may require strong negotiation and influence, communication to large groups or high-level constituents.
- Works within the prescribed budgetary objectives of the department. Erroneous decisions, failure to achieve results may cause delays in schedules and result in the re-allocation of some resources.
- Has a moderate amount of influence over key organizational decisions (e.g., is consulted by senior leadership to make key decisions).
- Most tasks do not have defined steps; simultaneous use of multiple mental abilities is generally required to determine the best approach; mistakes may result in significant rework.
- Substantial creativity is needed to innovate new processes, procedures, or work products within guidelines or to achieve established objectives




- Deductive and inductive problem solving is required; multiple approaches may be taken/necessary to solve the problem; often information is missing or conflicting; advanced data analysis and interpretation skills are required.
- Occasionally participates in strategic planning within own area affecting immediate operations.
