Description

The Project Manager Industrial Development is responsible for the day-to-day tasks arising from customer track agreements, as well as industrial development projects. Their primary mandate is managing customer track agreements to protect CPKC liability while realizing the underlying enabled benefits. Their secondary mandate is to ensure due diligence across all CPKC departments during the planning and execution stages of the project lifecycle.

Accountabilities

- Develop, execute, and administer customer track agreements, obtaining stakeholder approvals for surplus track utilization. Communicate with internal/external stakeholders, providing timely and accurate responses, while protecting CPKC from risks associated with information disclosure
- Perform day-to-day tasks related to delivering industrial development portfolio of projects, including prioritizing deliverables and requests. Communicate with internal/external stakeholders, providing timely and accurate responses, while protecting CPKC from risks associated with information disclosure.
- Coordinate and liaise between internal stakeholders to drive timelines and project deliverables, ensuring team obtains stakeholder approval for all project delivery decisions.



Ensure required stakeholder approvals are obtained for all critical decisions and for executing agreements as applicable.
- Identify and assess underutilized track and land assets, recommending appropriate action to monetize these assets while protecting CPKC from risk.
- Deliver annual industrial development capital plan, incorporating project scope, schedule, and cost constraints. Includes monthly financial reporting, project change management, and continuous project forecasting.
- Maintain a working knowledge of project delivery best practices related to developing on or connecting to railway property and infrastructure, including legal and regulatory requirements at federal, provincial/state, and municipal levels.
- Recruitment, onboarding, management, training, and development of team personnel to maintain continuous coverage, prioritize a dynamic workload, continuously improve team performance.

Adecuado Candidate Qualifications

Required

- Post-secondary education in business, engineering, project management, or construction management considered a strong asset.
- 5 years of combined experience in transportation, engineering, project management, construction, and railway operations.
- Knowledge of CPKC business and operations.
- Experience in multple functional areas considered an asset.
- Capable negotiaton and conflict management skills, able to influence stakeholders to align on common objectives.




- Understanding of project delivery subject matter, particularly as it pertains to:
- Project development laws and regulations, specifically related to the railroad industry, in multiple jurisdictions.
- Project scoping, planning, estimating, execution, controls, and reporting at a portfolio level.
- Financial analysis processes and tools including investment returns, commercial terms, and operating margins.
- Legal agreement drafting, interpretation, and enforcement.

- Able to set and monitor deadlines to deliver own responsibilities efficiently and effectively.
- Bilingual (English and Spanish).

Working Conditions

- This position has a regular full time schedule with a normal work week of Monday through Friday. There may be a need for occasional work after hours or weekends.
