Goldbelt Frontier is hiring a Program MManager to support the DOS INL Contract in Mexico. The Program Manager will reside in Mexico City, Mexico and shall have direct responsibility for successful management of all task orders, issues, ad all contractual requirements of the assigned program.

This position is required to implement and maintain project cost accounting and record keeping processes. The Program Manager prepares written and oral reports for the President as requested and works closely with the Deputy Program Manager and related field operations of the company.

In addition, the Program Manager works closely with other departments such as Human Resources,

Security and Accounting to provide timely project related information.

Essential Job Functions :

- Defines and leads top priority contract initiatives to successfully achieve project goals

- Manages Customer Relations relating to the Merida Program

- Develops and manages project budget

- Ability to price contracts and knowledgeable in government contracts

- Ability to develop and maintain strong relations with employees and customers

- Leads project team, exercising a wide degree of creativity in solutions-oriented management

- Reports to the President and assists senior management in the development and implementation of contract performance measurement criteria that ensure alignment and enable performance tracking against strategic and operational objectives, goals and targets.

- Serves as overall project manager and is responsible for the implementation and management of the program for the duration of the program

- Is responsible to the CO and COR for all contract / task order specific performance issues

- Advise and assist DoS and INL customers regarding the technical scope of the contract and all task orders

- Manages the timely submittal of all Task Order Proposal Request

- Provides top level oversight for Quality Control, Health and Safety, Risk Mitigation, HR / Recruiting, Property, Performance Improvement, and other plans as required

- Submits to the customer mobilization and work plans, weekly, Monthly and annual status reports and all other reports and deliverables as required

- Insures accurate and timely invoices are submitted to the customer every 30 days.

- Supports strategic and tactical business improvements to create profitability, competitive advantages and customer value

- Designs and implements strategic and operational performance measurement systems

- Supports the growth of the business through business development activities, including technical writing support on past performance questionnaires, proposal preparation and client visits

- Coordinates with other divisions to obtain required support on cross functional projects

- Insures company policies, programs and information are communicated and implemented appropriately

- Performs other duties as may be assigned from time to time by the company President

Necessary Skills and Knowledge :

- Ten years professional experience generally in high level bilateral security operations, logistics, overseas staffing, or operations management with five years of direct Project / Program Management experience.

- Candidate should have a strong understanding of cost & value creation drivers

- Knowledge of general customer requirements and trends within the security and rule of law institutions pertaining to government contracting.

- Candidate should have experience with strategic planning / strategic management, project costing, operations analysis and financial modeling.

- Candidate should have experience with professional quality programs such as ISO 9001, Earned Value Management, Six Sigma as well as related tools & techniques.

- Demonstrated ability to apply project management methodologies is desired.

- Demonstrated ability to implement and maintain QA / QC procedures.

- Must be able to think strategically and work towards meeting short and long term goals.

- Experience with employment selection and identifying developments needs of employees required.

- Must have the ability to monitor work and adjust priorities as needed. Sound business ethics and consistency in words and actions is required.

- Leadership ability that will enhance the skills and spirit of the employees, foster a stimulating work environment that embraces diversity, encourages open communication and fosters respect for the individual while accomplishing corporate objectives is essential.

- Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software.

- Must demonstrate a good attitude and ability to work as a member of a Team.

- Position requires self-motivation and the ability to work effectively under a minimum of supervision.

- Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects, and have a strong attention for detail with strong organization and interpersonal skills, excellent oral, written and communication skills.

Minimum Qualification :

- Ten years professional experience generally in high level bilateral security operations, logistics, overseas staffing, or operations management with five years of direct Project / Program Management experience.

- A significant background in federal contract administration.

- Management experience in a government contract setting is essential.

- Project Management Institute (PMI®) Project Manager Professional (PMP®) certification or a Defense Acquisition Workforce Improvement Program Management Level II or III certification.

MRPT Level Required (Moderate Risk Public Trust).

Preferred Qualifications :

- Master's Degree
