General Information
TransCanada has a history of natural gas pipeline infrastructure development
in Mexico. We have built effective relationships and an excellent corporate
reputation in the country. Mexico is a part of our North American strategy and
our objective is to grow our position in Mexico’s natural gas transmission
business. In 2012, TransCanada bid and was awarded three large natural gas
pipeline infrastructure projects; Tamazunchale Extension Pipeline (235 km of
30/36”), now completed, Topolobampo Pipeline (560 km of 30”), and the Mazatlán
Pipeline (420 km of 24”), are both scheduled to finish in 2016.
In June 2016, TransCanada was awarded the Sur de Texas – Tuxpan Pipeline – comprised of approximately 770km of pipeline, on compressor station, and five
meter stations. The project includes the engineering and construction of
approximately 690 km of NPS 42 mainline offshore pipeline and 80 km of NPS 42
and NPS 36 onshore pipeline. The pipeline begins at the USA / Mexico
interconnection point, passes offshore for 460km, makes landfall at Altamira,
Tamaulipas where is it recompressed and returns offshore. The pipeline
continues offshore for 230km and returns onshore in Tuxpan, Veracruz. At this
point, the pipeline mainline and lateral divide at a bifurcation point to make
deliveries to the Naranjos area (TGNH owned and operated Tamazunchale
pipeline) and Tuxpan area (Pemex Cactus – San Fernando, CT Palm, and TGNH’s
Tuxpan – Tula Pipeline).
The approximate duration of this assignment is 2 years, commencing as soon as
possible, and requires relocation to Mexico for the duration of the assignment
therefore the positions are eligible for the International Assignment Program.
The assignment will involve regular travel between the Mexico City office and
the project sites, with relocation to Tuxpan in the Fall of 2016.
-Provide engineering oversight on the implementation of Sur de Texas pipeline project;
-Work with internal technical disciplines and third party engineering services providers and contractors for the pipeline to ensure quality engineering products and budget compliance;
-Lead the resolution of technical issues related to the development and engineering design for the pipeline;
-Attend and support Project Management during contractor meetings, HAZOP reviews, engineering/technical design reviews and lesson learned sessions;
-Coordinate with internal and external stakeholders such as land, engineering, field operations, engineering governance, procurement, regulatory, public relations, community, safety and environment, construction, and engineering consultants as related to the pipeline;
-Ensure Company environmental and safety standards as well as local regulations are consistently applied as part of pipeline engineering design;
Verify compliance of contractors with the terms of applicable contractual agreements, “Normas Oficiales Mexicanas NOM” (Official Mexican Standards),
-TransCanada specifications, and other applicable regulations, codes, practices and standards;
-Ensure execution of responsibilities within budget, schedule, and authority limits;
-Lead the pipeline – facilities design interface where necessary with Facilities Engineering Manager. Interface management would include facilities such as compressor stations, meter stations, interconnects and pressure control stations.
-Work with internal and external customers and other stakeholders to ensure that expectations are aligned, identified and met; support/participate with Mexico government customers/stakeholders including CFE, Pemex and CRE;
-Support/participate in project planning; Project Development support during prospecting implementation and construction planning support, commissioning planning and support for project turnover to Operations and project close-out;
-Support Change Management processes to ensure engineering concerns and inputs are fully understood including any impacts of changes to cost, schedule and quality; a solid understanding of TransCanada/EPC contracts is required to properly evaluate and provide input to contemplated changes;
-Develop and maintain team performance objectives and key performance indicators/standards that align to overall Mexico Mobilized Projects objectives;
-Provide information for ongoing financial reports, progress reports, and cost projections;
-Engineering Degree with 5 – 10 years of engineering, design and construction experience within the gas industry;
– experience in natural gas pipeline engineering including design,
construction, start-up, commissioning, and standards is a desirable asset;
-Capable of providing technical direction to Engineering and Design teams;
-Experience in managing relationships with engineering contractors and EPC arrangements;
-Fluency in English both written and verbal is required;
-Spanish skills both written and verbal is an asset.

-Proven project management skills;
-Must constantly strive for personal and operational improvement;
-Demonstrated decision making skills;
-Strong analytical and technical abilities; able engineering principles to develop solutions, recommend improvements, and identify issues.

This position will require travel across borders and as such the candidate
