General Information
TransCanada has a history of natural gas pipeline infrastructure development
in Mexico. We have built effective relationships and an excellent corporate
reputation in the country. Mexico is a part of our North American strategy and
our objective is to grow our position in Mexico’s natural gas transmission
business. In 2012, TransCanada bid and was awarded three large natural gas
pipeline infrastructure projects; Tamazunchale Extension Pipeline (235 km of
30/36”), now completed, Topolobampo Pipeline (560 km of 30”), and the Mazatlán
Pipeline (420 km of 24”), are both scheduled to finish in 2016.
In June 2016, TransCanada was awarded the Sur de Texas – Tuxpan Pipeline – comprised of approximately 770km of pipeline, on compressor station, and five
meter stations. The project includes the engineering and construction of
approximately 690 km of NPS 42 mainline offshore pipeline and 80 km of NPS 42
and NPS 36 onshore pipeline. The pipeline begins at the USA / Mexico
interconnection point, passes offshore for 460km, makes landfall at Altamira,
Tamaulipas where is it recompressed and returns offshore. The pipeline
continues offshore for 230km and returns onshore in Tuxpan, Veracruz. At this
point, the pipeline mainline and lateral divide at a bifurcation point to make
deliveries to the Naranjos area (TGNH owned and operated Tamazunchale
pipeline) and Tuxpan area (Pemex Cactus – San Fernando, CT Palm, and TGNH’s
Tuxpan – Tula Pipeline).
The approximate duration of this assignment is 2 years, commencing as soon as
possible, and requires relocation to Mexico for the duration of the assignment
therefore the positions are eligible for the International Assignment Program.
The assignment will involve regular travel between the Mexico City office and
the project sites, with relocation to Tampico in the Fall of 2016.
-Assist in the coordination, detailed review and assessment of technical information provided to and received from the client and consultants / contractors for the design and construction of the facilities
-Support the engineering and project teams in the presentation of project documentation
-Provide technical input for queries and responses to the project team, client, consultants and contractors
-Assist the project team in understanding design drawings, specifications, technical reports, material purchase orders, inspection reports, instruction manuals and other technical data
-Identify/raise issues and recommended solutions to senior project personnel;
-Monitor TransCanada consultants and contractors regarding project scope, quality, cost and schedule focusing on engineering;
-Gather and analyze detailed data as well as provide technical support to other project team members
-Assist in the review and preparation of construction estimates, cost engineering studies, schedules and budgets;
-Attend and support Project Management during contractor meetings, HAZOP reviews, engineering/technical design reviews and lesson learned sessions;
-Participate in established safety management programs, commit to performing all assigned activities safely, and report any unsafe conditions encountered immediately;
-Assist in coordination of material supply, expediting, and logistics
-Assist in the completion and reporting of project commitments internally and to third party stakeholders
-Support continuous improvement by developing relationship with extended TransCanada engineering support, continuous conversation as lessons are learned and providing ideas to enhance future projects;
-Participate in established safety management programs, commit to performing all assigned activities safely, and report any unsafe conditions encountered immediately
Verify compliance of contractors with the terms of applicable contractual agreements, Normas Oficiales Mexicanas NOM (Official Mexican Standards), TransCanada specifications, and other applicable regulations, codes, practices and standards;
-Provide support for developing project execution plans, DBMs, schedules, and contracting / procurement plans
-Provide technical support for construction, construction coordination and commissioning. Support will be provided where necessary.
-Work with internal engineering team to review engineering practices and designs and implement
-improvements as required
-Review construction implementation to ensure it meets the design and standards, including direct work with construction inspection team to ensure inspection is adequate and follows design.
-Provide input to procurement and construction activities to ensure they reflect applicable engineering specifications and standards; interface with TransCanada’s Supply Chain
-Management Department;
-Assist in the preparation of turnover packages and as-built drawings
-Attend project progress meetings and take appropriate action quickly and effectively resolve issues.
-Assist in quality assurance activities;
-University degree or technical school diploma;
-7-10 years of industry related experience;
-Professional Engineer or equivalent, with experience implementing facilities within the pipeline or Petrochemical industry
– field experience required in construction and operations of natural gas
(particularly international experience)
-Strong communication (written and verbal) and interpersonal skills; Spanish language skills would be a strong asset
-Demonstrated project management skills and an ability to adapt to new and different (cultural) environments
-Understanding of Mexican NOMs
-Capable of providing technical direction to engineering and design teams
-Experience in managing relationships with engineering contractors and in EPC arrangements
-Ability to quickly understand new processes, codes, practices and related issues;
-Strong relationship building skills;
-Demonstrated competence in guiding teams in making quality decisions;
-Comfortable and skilled in influencing others at various levels in the organization;
-Strong problem solving and negotiation skills;

This position will require travel across borders and as such the candidate
