General Information
TransCanada has a history of natural gas pipeline infrastructure development
in Mexico. We have built effective relationships and an excellent corporate
reputation in the country. Mexico is a part of our North American strategy and
our objective is to grow our position in Mexico’s natural gas transmission
business. In 2012, TransCanada bid and was awarded three large natural gas
pipeline infrastructure projects; Tamazunchale Extension Pipeline (235 km of
30/36”), now completed, Topolobampo Pipeline (560 km of 30”), and the Mazatlán
Pipeline (420 km of 24”), are both scheduled to finish in 2016.
In June 2016, TransCanada was awarded the Sur de Texas – Tuxpan Pipeline – comprised of approximately 770km of pipeline, on compressor station, and five
meter stations. The project includes the engineering and construction of
approximately 690 km of NPS 42 mainline offshore pipeline and 80 km of NPS 42
and NPS 36 onshore pipeline. The pipeline begins at the USA / Mexico
interconnection point, passes offshore for 460km, makes landfall at Altamira,
Tamaulipas where is it recompressed and returns offshore. The pipeline
continues offshore for 230km and returns onshore in Tuxpan, Veracruz. At this
point, the pipeline mainline and lateral divide at a bifurcation point to make
deliveries to the Naranjos area (TGNH owned and operated Tamazunchale
pipeline) and Tuxpan area (Pemex Cactus – San Fernando, CT Palm, and TGNH’s
Tuxpan – Tula Pipeline).
The approximate duration of this assignment is 2 years, commencing as soon as
possible, and requires relocation to Mexico City for the duration of the
assignment therefore the positions are eligible for the International
Assignment Program.
-Developing baseline CPM schedules in accordance with company work procedures, coordinating input from all stakeholders;
-Supervises project schedule analysis and studies of problem areas to determine criticality of schedule;
-Provides comments and recommendations for planning and scheduling requirements;
-Progressing and rescheduling activities in the schedule for review and approval;
-Plans and supervises the effort to establish milestones for the total or major portions of the project;
-Recommends alternatives for schedule improvement to project team for discussion and/or decision;
-Responsible for leading the development and review of schedule recovery plans, including evaluation of additional resources/costs required to affect such plans;
-Conduct planning sessions with project team to build logically sound schedule and achieve team buy in;
-Maintain portfolio of schedules and provide analytical reviews of float and project progress vs. baselines;
-Notify Project Managers of deviations from schedule and assists in preparation of Changes Notices as required;
-Update project baselines based on Change Management Procedure;
-Create & analyze resource loaded schedules and recommend corrective actions if needed;
-Liaise with customers, subcontractors and internal staff on a daily basis;
-Assume responsibility for assessing the accuracy of all engineering AND construction schedules, ensures primavera logic ties are robustly built into the schedules using best industry practice CPM techniques;
-Monitor, review and analysis of the schedule and status of Contractors during all phases of the project, including the analysis of any schedule deviations and corrective actions;
-Resource loading schedules and developing baseline progress curves, as well as Early and Late Dates curves, based on EVM principles;
-Updating actual progress using EVM principles and adhering to established Rules of Credit;
-Supervise and lead the process of creating integrated project schedules;
-Highlighting potential risks/ opportunities and generating mitigation strategies to ensure project success;
-Planning and conducting both quantitative and qualitative risk analysis sessions;
-Working closely with and supporting the Cost Control function, and other departments in the organization.
-Must have comprehensive understanding and application experience of Project Controls principles, theories, concepts, and industry practices and standards;
-Proficient in Primavera Project Planner and good knowledge of Microsoft project and Pert Master is recommended;
-Proven ability to plan organize, direct, perform, review and present project schedules and related documents;
-Experience and knowledge of Cost Control an asset;
-Strong organizational, planning and time management skills;
-Strong analytical thinking and problem solving skills;
-Ability to work in a leadership role;
-Excellent writing and oral communication skills;
-Effective presentation Skills;
-Able to handle multiple tasks and prioritize;
-Ability to work with diverse groups, from top level executives to field foreman.
-Requires post secondary education and 6-8 years experience.
-Relevant Technical diploma with 10 years experience in project controls, planning, and scheduling may be considered
