TransCanada has a history of natural gas pipeline infrastructure development
in Mexico. We have built effective relationships and an excellent corporate
reputation in the country. Mexico is a part of our North American strategy and
our objective is to grow our position in Mexico’s natural gas transmission
business. In 2012, TransCanada bid and was awarded three large natural gas
pipeline infrastructure projects; Tamazunchale Extension Pipeline (235 km of
30/36”), now completed, Topolobampo Pipeline (560 km of 30”), and the Mazatlán
Pipeline (420 km of 24”), are both scheduled to finish in 2016.
In June 2016, TransCanada was awarded the Sur de Texas – Tuxpan Pipeline – comprised of approximately 770km of pipeline, on compressor station, and five
meter stations. The project includes the engineering and construction of
approximately 690 km of NPS 42 mainline offshore pipeline and 80 km of NPS 42
and NPS 36 onshore pipeline. The pipeline begins at the USA / Mexico
interconnection point, passes offshore for 460km, makes landfall at Altamira,
Tamaulipas where is it recompressed and returns offshore. The pipeline
continues offshore for 230km and returns onshore in Tuxpan, Veracruz. At this
point, the pipeline mainline and lateral divide at a bifurcation point to make
deliveries to the Naranjos area (TGNH owned and operated Tamazunchale
pipeline) and Tuxpan area (Pemex Cactus – San Fernando, CT Palm, and TGNH’s
Tuxpan – Tula Pipeline).
The approximate duration of this assignment is 2 years, commencing as soon as
possible, and requires relocation to Mexico for the duration of the assignment
therefore the positions are eligible for the International Assignment Program.
The assignment may involve regular travel between the Mexico City office and
the project sites, with relocation to Mexico City in the Fall of 2016
-Responsible for all control aspects of the project during the execution phase (engineering, construction and facility hand-over to O&M;).
-Specifically involved in cost control, schedule management, document control, fiscal policy management (spending authorizations) and reporting.
-Responsible for the coordination of the following activities: planning, scheduling, cost tracking, progress tracking and document management of assigned pipeline and or maintenance projects, in accordance with appropriate norms and standard practices.
-Monitors cost and takes the lead role in administering any corrective action required to attain budget.
-Provides and prepares information for submissions to CFE.
-Defines project WBS and CBS; prepares basis for project controls based on these.
-Ensure costs are tracked against the baseline/budget and maintaining an up to date project forecast for cost and schedule.
-Establish Project Schedule and milestones. Prepares detailed schedules at various levels.
-Set up and implement cost tracking system.
-Set up and implement the project risk register.
-Overseeing the activities of the File/ Document Control Assistant and ensuring compliance with the documentation processes.
-Will review all types of reports, charts, presentations, statistics or any other document required or related to project reporting activities (both internal and external).
-Establish and implement a document control philosophy and ensure compliance with processes for project generated documentation (electronic, hard copy and others) for use during project execution and transition into project operation.
-Set up and implements reporting systems for the Project.
-Establish communication methods and information transfers between projects and Calgary based accounting and cost management groups
-Post-secondary degree/diploma with minimum of 10 year experience in project management and project controls.
-Competent in setting up and running computerized project control systems.
-Superior technical and communication skills.
-Strong leadership, interpersonal and motivational skills.
-Demonstrated safe work ethic.
-Capable of working effectively and providing technology transfer within a multi-cultural team environment.
– experience with an overseas assignment.
-Spanish language skills are an asset.
